SPEECH BY KALNOKY.
Vienna, June 15,
Count Kalnoky, in the course of a speech, said the situation in Europe was relatively calmer, though in consequence of tho non-settlement of the .Bulgarian question the Powers were compelled to prepare for war in order to be ready for any sudden emergency. England's policy in the Balkans was entirely in accord with Austria's views.
