Dear McLachlan,—l notice by Thursday last's Stak that at Mr Moss's meeting tho action of the Government re tho displacement of Elliott was challenged, and 1 have to thank you for having attempted to defend me. My only regret is that you had not the particulars by you, so that you might have refuted on the spot the grossly misleading statements that were made. However, 1 now send you enclosed the whole history, from which you will see that what has been done has been done in the true interests of efficiency and economy. As a matter of fact, the changes were not actually made by me, as the full details wore not coinploto at the time of my departure for the North, but I of course quite concurred in them. A change was madoin every principal part of the colony, and by these changes the department has effected very largo savings indeed, and greatly increased tho efficiency of the staff. We are now giving all our own youth who have passed their civil service examinations, ancf served their apprenticeships with us.every opportunity of making themselves thoroughly efficient and the rapid progress made by Jackson, whom I do not know personally, shows that the colonial youth have some grit in them.
