TIMES."

The Otago "Daily Times," criticising the Governor's Speech soys :" Although there is nothing new in the speech, and references to new measures are very bald and bare, Ministers have prepared plenty of work. and a long and exhaustive session may be expected. From the present list of headings to measures, io is quito impossible to criticise the policy of tho Government, or form any idea whether they have been profitably employed during recess. The Financial Statement will now be anxiously awaited. We sincerely wish Ministers,who so far as we yet know are entitled to confidence, success ; but wo must express our entiro dissent from the idea current that they aro absolutely indispensable Such a notion seems not very complimentary, to tho rest of the representatives, nor in accordance with previous .Parliamentary experience, whilst its preva.lanco can hardly Jail to bo very demoralising both to Ministers and to the House. The absence of Sir J. Vogel may no* be regretted, but we regard it as a matter of great regret that the Government isnotfaced by an able and serious Opposition bench, and the bad effect of the absence ot constitutional criticism is likely to be greatly enhanced if Ministers feel the House is prepared to give them carte blanche."
