NEWTON.

The fortnightly meeting of the Newton Borough Council was held last night, the Mayor (Mr Warnock), Councillors Ambury, Casey, Faulder, Lee, Biggs, Boyd ? Morrison, and Gorrrett being present. The minutes of the last meeting were read and confirmed, also the minutes of the special and general meetings.

Corbestpondence. — Letters were read from Mr G. Frasor, returning the accounts of the borough as audited by the AuditorGeneral, and certilied by him as correctReceived. From the Arch Hill Road Board, stating that it would be useless for the Board to meet with the Borough Streets Committee as requested, as the Board was entirely out of funds at present—Received. From Mr Garland, Secretary and Returning Officer of the Auckland Hospital and Charitable Aid Board, directing the Council to appoint a delegate to attend a meeting of delegates from Newmarket, Newton, and Parnell Boroughs, to be held on Wednesday, 23rd inst., for the purpose of electing one member to represent the said boroughs on the district of Auckland Hospital and Charitable Aid Board for the coming year. On the motion of Cr. Ambury, seconded by Cr. Morrison, the Mayor was appointed to represent the Council. From the Government Inspector, instructing the Council as to the election of representatives of boroughs on the Hospital and Charitable Aid Board—Received. From M r Hill, C.E., on account of several contractors for borough work, protesting against the action of the borough engineers in not allowing anybody but bona tide contractors to examine or take out quantities from any plans issued by them ; also against a clause in the general conditions attached to their specifications for works on the borough's behalf, which states that payment will bo made at the discretion of the engineers only, and not, as is usual, at stntcd periods at so much per cent, on the work performed. On the motion of Cr. Riggs, seconded by Cr. Ambury, it. was decided to take no action in the matter.

Contract Paymknts.—Cr. Faulder proposed, "That for the future all contractors under this borough be paid fortnightly at a rate of 80 per cent, on work done, to be paid on the engineer's certificate."—•Cγ. Lee seconded, and the motion was carried. Borough Plans.—Cr. Boyd proposed, and Cr. Lee seconded, "That in future all plans and specific!) tions for this Council for contract work of tins Council bo laid on the Council table duringoflice hours."—Carried. Finance Rkpokt.—The report of the Finance Committee as to tho state of the borough finances was read, and showed the position of the borough to be very satisfactory, as, after all probable expenses had been deducted, a credit balance of £168 5s remained. Balaxck-shkkt (as audited by the Auditor General. —Receipts : Balance in bank, April, 1837, £97 3s 5d ; _ rates, £723 18s 6d ; Government subsidies, £93 15s ; fees, £81 4s ; fines, etc., £1 9s 6d ; Contributions in aid of the Charitable Aid Board, £60 Bs 2d ; Arch Hill Road Board, on account of repairs to Great North Road, £56 4s 4d ; Auckland City Council, on account of Great North Road contract No. 1, £247 Us: total, £1,36110s lid. Expenditure : Oitieo charges, £128 0s 5d ; streets formation and maintenance, £797 10s 6d ; lighting, £43 12s 9fl ; plans and engineering, £18 2s 6<l j Hospital and Charitable Aid Board, £152 Is 2d ; sundries, £3 4s ; balance, £218 19h 7d : total, £1,361 10s lid ; contractors' deposits receipts, £42 ; refunds, £10 ; balance at interest, £32 ; balance in bank, £250 19s 7d.

Rosk ROAD.' —It was resolved that tenders bo called for Rose Road, to be returnable at the next meeting. Position or Wards. — Accounts were read showing the comparative position of tho three wards in regard to tho amounts that had been expended, as follows :— Surrey Ward, £1,332 Is lid ; Sussex Ward, £253 14s 2d ; Richmond Ward, £396 5s 2d.

Burgess Roll.—Mr R. H. White made application to have his name placed on the burgess roll, the qualification being a property one. on account of Lots 8 and 9, Section 64, Sussex-street. — Application granted. Notice ov Motion.—Cr. Ambury gave notice that ho would move at tho next meeting "That in future the Council moot at 7.30 p.m. instead of 7 p.m."—Cv. Riggs gavo notice to move at the next meeting, " That Mr Boyes'si appointment as Dog Registrar be rescinded." —Several small accounts wore passed for payment.
