Lord Randolph Churchill, in the course of a public address, referred to the agricultural depression now so keenly felt in England, and stated that the only possible way in which the farmer could be relieved would be by the Government increasing the allow, ance to local bodies from the Imperial Exchequer by three millions sterling.
