Ladie3 and GENTLBMEN,-On seeking your support at the Ballot-box, I respectfully say that, as in the past, it shall be mv endeavour to Economise, that the large overdr* t may still be reduced, though tlie difficulty will increase with the certainty of a decreasing revenue. Tho levels of the thoroughfares are so adiusted and carried into effect, that property owners will have the opportunity of building thereon, without the risk of sireet formation.to damage their enterprise. Ladies and Gemtlemen— I am again a Candidate to represent our Ward at the City Council. If you again elect mo I will do in the future as I have done in tho past, that is, try very hard to secure a fair Bhare of current expenditure within our Ward; and I assure yon it is not always easily done. While doing my duty to my Ward I am particularly desirous to eeoviro a more reliable supply of wator by increased storage at tho Western Springs, and every other means that may hereafter become available. I shall be always -willing at any time to do wliatover I can to got the vexed questions of Emily Place and Shortland-street settled; also, the works in Queen-street, above Alexandrastreet, amicably isettled, and I believe from tho efforts I have already made, that if the depression had not coim; on quite so soon, that before this summer had'passed over, we should have had these works ia hand. If my action and votes in the Council during the number of yeans I have been there, have not pleased everyone, it is simply because it is impossible. Tho differences that of necessity must ariso through altering levels, building retaining walls, etc., cannot bo fairly settled without expense to tho individual. It is very much more agreeable to' vote for the individual; but it we all did ihat then our city would unduly suffer through our having shirked the responsibility of voting fair and protecting the ratepayer as against the individual. Again, no matter how much a Councillor does for the whole of th c ratepayers, no one thanks him. Whorcas a vota for the property owner ensures at once a hearty recognition followed by a friendly shake of the hand. Financially the Council will probably make a few thousands oi^r expenditure this year, but the continued failing off in rental value does not point to any very promising results in the future. In fact, I believe the next valuations -will considerably reduco tho Council's income, thereby necessitating very careful shperriaton over the expenditure, and doing withoftt what is perhaps now considered indispensable. This, ladies and gentlemen, is the kind of "work tniit is so disagreeable; in short, it needs a firm man to face it and successfully pull it through.
