Russia and Germany. London, September 3. — M De Giers, Russian Minister for Foreign Affairs, has left St. Petersburg for Berlin for the purpose, it is believed, of conferring with Prince Bismarck relative to the present situation with regard to the Bulgarian question. Somo of the English press comments relative to the Russian conp d'etat are strongly condemnatory of tho Czar. Tho German semi official journals repudiate any obligation on the part of Germany to interfere with the action of Russia in Bulgaria, or to make any effort to prevent a Russian advance upon Constantinople Somo of tho German newspapers state that if any protest [was made against the action of Russia they would be certain to provoke war. The Hungarian loading journals vigorously denounce tho tono of the German semi official press ; and retort that, if Germany has no interest in checking a Russian advance, Austro-Hungary has no interest in aiding Germany in coercing France.
