Gentlbmkn,— Being a Candidate for Election to this Central Board, I have the honour to solicit, your support in favour ot my candidature. Without sotting forth my reasons in detail, I desire to say briefly that the position of a nominated member is to me as unsatiaf ictory position. Ono year's experlonce in connection with the proceedings of the Board has convinced mo that for one who desires to effect the greatest posstblo amount of good for the PoHcyholders— for ono who desires to be entirely fri c and unfettered—it is e.sontial that he should bean eleoted member of the Hoard. I feel that I should be greatly to blame if, for the purpose ot gaining support, I were to make any statement regarding the proceedings of the Board which ceuld in any degree tend to injure tho business of the Association. I have too great a regard for the welfare ot the Association io do that; but at the same time' 1 feel bound to Bay, in general tarms, that many of its transactions have been of a very unsatisfactory character. This I attribute almost entirely to the defeotive constitution of the Board. Three proposals affecting the constitution of the Board will in » few days be submlttpd to the PoHcyholders, and upon these they will ba called upon to vote. They are:—(l) lo handthe Association back to the Government, To this I am very much opposed, as the business of the Association has, I am glad to cay, begun to assume the lines of a commercial undertaking. To take it back to the " official" groove of a Government department would, to my mind, be a retrograde step. <2) To create a Board oonsißting ot three elected members and three official members —the Seoretary of the Treasury, the SolioitorGeneral, and the Public Trustee—the Government to appoint one of these official members to be chairman. I cannot see that suoh a Board would in any respect be an Improvement upon the existing Board, as it would still contain the objectionable official element, ana would leave the door open to the exercise of political patronage. (3) To create a Board of seven mombors—four to be elected, and three nominated— but the nominated members not to be Government officials. The Board to elect its own chairman. I am strongly in favour of this last proposal, which is the suggestion of Mr Fisher—because, while it gives to the Government a fair proportion of representation, it aIBO gives to the Polioyho]derß somo real power of control. The main object to be aimed ut is to place the affairs of the Association upon a purely business basis, and this end would. I think, be attained by the earning of Mr Fishtr'a proposals. Should you do mo tho honour to accord me your snpport. I return you my earnest assurance that no effort will be wanting on my part to tecure tho best possible results for tho Polioyholders as a body.
