London, April 16. The "Daily Tolograph's" Vionna correspondent states that tho Russian reply to England says that tho Czar considers that war would bo doplorable, and hopes that prompt arrangements may be arrived at for a pacific aolution of tho difficulty.
It is stated that in answering tho Kussian dospatch the British Cabinet gladly accept tho toims of the communication.
