LAND TAX PROPOSALS.

Hit RICHARD Tim.scuix, member for Timaru, addressed a meeting of his constituents to-night. Most of the address had rcfcrcnco to tho land question, Mr Turnbull condemning tho holding of largo blocks, and of nny blocks, largo or small, for speculative purposes. Ho advocated a progressive land tax as a first tax, an income tax next in order, and if theso wero uot sufficiout, then v tux that would reach the industrial classes. He proposed that the land tax should be Is in the £ on tho value with certain modifications. He argued that the land tax would burst up big estates owned by English capitalist companies, but would not injure resident freeholders. He advocated annual parliaments, at least so long as borrowing continued, a measure to give electors a better control over the representation, and the restriction of votes at the gonoral elections to one. ■ At tho close of tho address a vote of confidence was passed.
