A memorial has been presented to the Government by a nnmber of brokers and agents urging the conversion ot the .registered Exchequer Bonds to encourage small investors hnd trustees. Intelligence also cornea to hand that caravans arc daily arriving at Kandahar from Herat, the road between the two cities being opened. DISTURBANCES IN ASIA. 0T - LONDON, October; 1. The country in the vicinity of the river Hclmund, in Afghanistan, is in a very disturbed state, and depredations of .a serious character are constantly being committed by lawless tribes. : Caravans between Herat and Kandahar are systematically waylaid and plundered.
