The French and German Ambassadors had an interview with the Sultan, and explained to him the bad effect which his last uoto to the Powers has had. An attempt on the part of the Sultan to make term» with Russia failed. Probably England, Russia, aud i Italy will issue a joint mandatory note: to the Sultan, but the other Powers decline to assist in the application of physical coercion to Turkey. SURRENDER OF DULCIGNO., October 12. Dalcigno has at last been surrendered, the Sultan having yielded to the frloadly advice of Germany and Austria. TUB AGITATION IN IRELAND. LONDON, October 11. The land agitation and agrarian outrages in Ireland continues. The feeling of the Roman Catholics against the land reform league is spreading. The Roman Catholic Archbishop of Dublin has issued a pastoral, and the Bishop of Cloyne made a speech, both of which aro of a significant character. Lord Annesley, Lord Teniplesmore, and other landlords, refuso to remain in Ireland during the winter. Tho news already telegraphed that a special meeting of the Cabinet, summoned to consider the steps to be taken against Turkey had been postponed in consequence ot the receipt of intelligence from Constantinople that the Sultan began to show signs of yielding, has been confirmed unofficially. It is stated that the Porte has sent an intimation to the Ambassadors that the Sultan bad resolved to surrender Dulciguo to the Montenegrins without imposing any conditions. It is believed that in consequence.of this offer ulterior measures against Turkey will be delayed. THE "TIMES" ON THE SITUATION. October 12. The news that the Porte offered to comply with the dctnaud of the Great Powers for the unconditional surrender of Dulcigno has created favourable impression. The "Times" to-day publishes a leading article npon the latest phase of the question, in which it expresses the opinion that a respite should be granted Turkey to enable the Hultan to give effoct to the engagement into which he has enterod. Tho " Times " considers there are no hopes of a satisfactory settlement being brought about CONSTANTINOPLE, October 12. Further confirmation has been received of the repoit previously current that the Sultan has agreed to cede Dulcigno unconditionally to the Montenegrins. Hopes are entertained that hostilities will be averted, but it is not yet known whether the Porte ia also willing to make the concessions to Greece which the Powers demand. - " .

LONDON, October 7. I Acting under instructions received, the, United Squadron, under Sir Frederick Seymour, has left the Gulf of Cattaro and is, moving southward to tho Albanian coast. It is believed that if the Porte, remains obstinate, operations will be directed not; only against Dulcigno, but against other ports on the Adriatic. Armenia.and Ehurdistan are in a state of anarchy.

Intense excitement has been caused, at Constantinople by the menacing attitude of the Powers. The ambassadors of the Powers have joined in impressing upon tho Sultau the grave dangers that must ensue if resistance to the will of Europe be maintained. Ho has been warned that the Powers are thoroughly 'in earnest1 in their! determination to force the treaty under-: takings, and that if necessary force-will be .resorted to to ensure compliance therewith.'
