England Agrees to "Withdraw the Fleet.
BERLIN, April 20. England and Russia have adhered (?) to tVift - pCQ^.osal of Germany for the simultaneous withdrawal of the iVussian aimy from Constantinople and the British ironclads from the Sea of Marmora, in order to facilitate a meeting of the European Congress.
