PROVINCIAL COUNCIL.

At length the session of the Provincial Council 1870-71 has been brought to a close. The Council met yesterday, at 2 p.m. Various matters of no great moment were considered. Resolutions for paving the fees, for the education of poor children, were adopted. Various petitions were considered. A resolution was carried, asking the Superintendent to offer a reward for the apprehension of incendiaries. A bill was passed through all its stages for giving a lease to the Kawakawa Coal Mining Ccmpany ; and all matters having been concluded, His Honor entered. " Gentlemen of the Provincial Council : " In relieving you from further attendance upon your legislative duties, I have to thank you for the close attention which you have bestowed upon the various public measures submitted to your consideration, and the anxiety which you have displayed to give to each subject a thorough investigation.

"The session has been one of considerable importance as affecting the interests of the province; and I trust that the various measures you have adopted may prove conducive to the advancement of the province. I thank you especially for the care you have bestowed upon the Highways Act, and upon that for tie regulation of the liquor traffic; and trust that these measures may pi'ove effective for the purposes for which they are intended.

" I have also to congratulate you upon the inauguration, by the passing of the Harbour Board Act, of a system of local management for the harbour of Auckland.

" I am glad that you have been able, with a due regard to the financial condition of the province, to repeal the Acts relating to the loan to the city of Auckland ; and trust that the municipal authorities will then bo enabled to effect great and important improvements in the sanitary and other arrangements of the city.

" I thank you for the supplies you have voted for the public service this year, both in respect of departments and of public works at the Thames and throughout the country districts ; and I trust that, with care and economy, much important work may be performed in a manner calculated to secure the permanent advancement of the province.

" The resolutions you have an-ived at in reference to the General Government scheme of immigration and public works, and the particulars of the works you think desirable for this province, will be forwarded by me to the Colonial Government without delay, and will, doubtless, receive early attention.

" Your various addresses will meet with my best attention, with a view to carrying out your expressed wishes as far as they are found to be within the means at my disposal, and consistent with other obligations. " On behalf of his Excellency the Governor, I have assented to the following Acts passed by you—namely, 'The Road Act, 1870, No. 1;' ' The Eoad Act, 1870, No. 2;' ' The Eoad let, 1870, No. 3 ;' ' The City Board Loan Acts, Kepeal Acb, 1870 ;' ' The Kaipara Railway Act, 1871;' ' The Auctioneers Licensing Act, 1863, Amendment Act, 1871 ;' ' Tlij Highways Act, 1871;' ' The Licensing Acb, 1871 ;' ' The G-raharnstown Eire Rate Act, 1871;' 'The Registration of Brands Act, 1871 ;' ' The Sheep Act, 1863, Amendment Act, 1871;' ' The Education Keserves Management Act, 1871 ;' and ' The Appropriation Act, 1871.' And I have reserved, for the signification of His Excellency's pleasure thereon, ?The Auckland Harbour Board Act, 1871;' 'The One-Tree Hill Reserve Act, 1871;' ' The Mount St. John Reserve Act, 1871;' and ' The Bay of Islands Coal Company (Limited) Lease Act, 1871.'
