WAIREWA COUNTY COUNCIL.
MONTHLY MEETING OF COUNCIL ! The monthly meeting of the Waij rewa County Council was held at the I Council Chambers, Little River, on | Monday when there were present Messrs J. 0. Coop (chairman), W. F. Parkinson, D: Richards, F. Coop, T. White, J. V. Chapman and M. Barclay. Additional business, other than that reported last issue was dealt with as follows:— RANGER'S REPORT. The ranger, H. Milligan, reported concerning the stock found on roads during the month. In three cases : stock, had been impoundeed. Mr Chapman said Mr Blanche, the roadman at Puaha had been round I his district. He reported culverts were broken and blocked on Harman's Track and the Main road and he would suggest the Council give him two men to put his roads in order. He knew of one man who would go on with Blanche. Mr F. Coop moved the matter be left in Mr Chapman's hands. | Seconded by Mr Parkinson and carried. BALANCE SHEET. The clerk reported- the balance sheet had been returned certified as correct and it was decided the balance sheet be printed. CLEARING WATER COURSES. Mr White asked when Church bridge was going to be buil.t. The chairman said the bridge would not be built until after March 31st this year. Mr White said the ford had been backed up by a tree being put across the river and made it liable to flood. If damage was caused by floods the Council would be responsible to those who suffered damage. The chairman said the willows, in the creek caused more trouble than anything, else and would be liable to ' water courses before 31st March or proceedings would be taken Mr Richards said he thought the best way was to send registered letters to owners. The Chairman seconded the motion which was carried. GORSE' AND BLACKBERRY. Mr White moved the blackberry and gorse on roads be cleared and the adjoining owners be given notice. It was resolved this be done and to have gorse and blackberry grubbed in the Council paddock. DOG TRIALS COURSE. Mr Barclay moved it be left in the Chairman's hands to have the Council paddock fenced as arranged with the Peninsula Collie Dog Club.. Seconded by Mr W'hite and carried. CORRUGATIONS ON ROADS. The. engineer said he proposed getting a short blade with teeth on it to act as a scarifier for putting over thegcorrugated. part of the main
road. He could not borrow „a scarifier from the Hsathcote County Coun cil. REPAIRS TO 1 WHA:R.E. Mr White moved Mr Gray be informed that he was responsible for repairs of the whare on the Council property leased by Mr Gray and he be asked to rebuild the two chimneys. Seconded iby Mr Barclay. Mr Richards said it was not a fair thing to ask Mr Gray to rebuild the two chimneys. Mr Chapman moved the matter be left in the hands of Messrs Parkinson and F. Coop to come to some arrange ment with Mr Gray. Seconded by Mr Richards. Mr White withdrew his motion and Mr Chapman's motion was carried. MOTOR LORRY. Mr F. Coop said the Council had legal advice that they could not borrow money without a loan to purchase a motor lorry for metalling purposes and he thought the Council should leave the matter in abeyance until later when'they might be able to borrow a motor lorry from the Highways Board. METAL CRUSHING. The Akaroa County Council wrote that owing to their having 9000 yds of metal to break the Council would not be able to send the crusher over to Kinloch for twelve months. The chairman said ths Council must have the metal on Reynold's Valley and Okuti roads crushed as it had to be broken and put on the road before the Government grant cculd be obtained. Mr Chapman moved the engineer make enquiries to obtain a crushingplant to crush 2000 yards of metal at Kinloch. Seconded by Mr White and carried. OUTSTANDING ACCOUNTS. Mr : Richards moved that all outstanding accounts be collected before March 31st. Seconded by the chairman and carried. ROWER BOARD ACCOUNT. n ? ~Boarct* "jje bmitteda detailed account of damage done to the County roads during the construction period. Seconded by Mr Barclay and carried, Messrs Chapman and Parkinson dissenting. The chairman said ho could not see how Messrs Parkinson and Chapman could serye. on both the Power Board and the Council and treat both fairly. Mr Chapman said he dissented because the other local bodies had withdrawn their claims to help the Board. He said if the Council had done their
own reticulation they would have damaged the roads just the same , way. He would rather resign if the 1 Council thought he was not doing ), the fair thing far the County. The chairman said he did not think that it was a fair thing, the way the Power Board's gangs had overloaded and carted their loads on two-wheels. Mr Chapman knew better than anyone that unnecessary damage had been done. Mr Parkinson said he agreed with Mr Chapman in the stand he took. He did not think the Council should charge because any heavy .traffic would have broken culverts on the by-roads. Mr F. Coop said Mr Chapman had told them the account would be paid but he thought he should, not say the account was not a fair one. I Mr Chapman said he had only stated all along that the Board would meet the Council fairly, Mr Parkinson said he thought the Board would meet them. He did not think the Board would pay the full amount because he thought the account was not a fair one. TYRE TAX. The Bruce County Council wrote suggesting that the money raised 'by the tyre tax should be distributed among local bodies instead of being expended by the Highways Board. Mr F. Coop moved the letter be received. Seconded by Mr M. Barclay. Mr Richards moved as an amendment the resolution be supported. Seconded by Mr Chapman. The amendment was put and carried. KAITUNA DEVIATION EXPENSES. The Council's solicitors wrote re legal expenses in connection with the deviation at Kaituna in which M-ri Irving was interested and the matter was left in Mr Parkinson's hands to see the interested parties re payment of same. WAR MEMORIAL. -Messrs Collins and Harman, architects for thee memorial, wrote stating that the cost of the Maori inscription on the memorial would be £22 17s, and it was decided to ask them to get check estimates. The chairman said the large gates had been properly hung now. It was decided the gates 'be paid for. It was also resolved Mr Dann be paid £20 on account of his under-esti-mating the cost of the gates. PROGRESS LEAGUE. It was decided the Council pay their contribution to the Canterbury Progress League this month. HOSPITAL BOARD MATTERS. A letter was read from the Hospital Board in reply to the Council's letter that some patients who were \vell able to pay did not pay full fees. The Board stated that if false declarations were made they would be pleased to know of any cases and they hoped the Council would give any assistance where they were aware this had occurred.. If patients did this it was mainfestly unfair. i Mr Richards moved Mr Geo. Armstrong, their representative on the Board, be asked to attend the next meeting of: the Council and discuss hospital charges and hospital matters generally. Seconded by Mr White and carried. It was decided also to call a.conference of the Counties in Group 14 of the Highways district and discuss the Hospital Board levy as well as , motor lorry traffic and to inform the Hospital Board to that effect. The chairman was authorised to convene the conference of County delegates in Group 14. I MISCELLANEOUS. j s Mr Chapman gave notice to move j at next meeting that the portion of the resolution passed by the Council that members be paid 15s for attending each meeting be rescinded ; the clerk to obtain advice on the matter in the meantime. Mr Parkinson reported having ordereed chaff and it was left in his hands to obtain further supplies. It was decided the widening of corners on the main road be continued, the . men to go next to a narrow place near Mr H. Nutt's It was decided to renew three more short bridges on the main road.
