Various banks, on the Government's advice, refused the Bulgarian application for a loan of twenty millions from France.
The Minister of War announces that troops in the south-east have been ordered to adopt an increased peace footing.
The Bulgnrian Minister had a lengthy consultation with Count Yon Berehtold.
