The Archbishop of Canterbury, in a letter to Mr Balfour, expresses the anxiety of churchmen regarding the Macedonians' sufferings* Mr in the course of a sympathetic reply, said that Turkish misgovernment and oppression of Christians were not the only questions. Rival sects and nationalities, which were not imbued with Western F ;ideas of humanity did not scruple to afflict each other. The revolutionary committees had deliberately adopted provocative measures in order to create Turkish excesses and thus enlist the world's sympathies. Such measures were no more tolerable than the Turkish misgovernment. The best way of improving the condition ot Macedonia was European support of tho Russian-Austrian system of reforms. Great Britain had offered suggestions, but it would be folly to forget that on some occasions two Powers are stronger for executive purposes than three.

Sir Henry Drnmmond Wolffe, a noted authority on affairs in SouthEastern Europe, has written to the " Times " a letter in which he says the tho aims of Austria and Russia are to secure paramount influence in Macedonia on the basis of Austria seizing Salonika and annexing to Bulgaria the strip of coast from Salonika to Kanala Bay, which would become Russia's military outlet, enabling her to threaten the Mediterranean and the Suez Canal

There are indications that France is ready to intervene and help the Sultan of Morocco.

The " Daily Mail's " Berlin correspondent states that, under the arrangement, Italy receives Tripoli, while Great Britain's protectorate over Egypt is renewed and strengthened, Germany being satisfied with commercial privileges in Morocco and an open door to trade.
