London, Jan. 14.
The " Spectator" urges the doubling of the shifts of men employed in every arsenal and dockyard, and also placing contracts for warlike stores at home and abroad. It advocates the strengthening of the reserves and of the Engineer's officers and men of the navy. It urges that these precautions are necessary with a view to averting the pressure of European intervention in the Transvaal a few months hence.
The ofier of Lord Strathcona, High Commissioner of Canada, to equip and maintain at a cost of a million dollars 400 Norfh-western Canadian roughriders for active service has been accepted by the Imperial authorities.
The ofl'er of Ceylon to equip and despatch to South Africa 125 mounted infantry at the expense of the colony has been accepted.
The decision of Great Britain that food stuffs are not contraband of war unless manifested to the enemy does not apply to tinned meats and other articles which possibly may be consumed by the army in the field.
Lord Donoughmore has raised a corps of mounted gentlemen for active service, the members providing themselves with horses and equipments.

General French is now strongly encamped on the enemy's eastern flank. The invaders endeavoured to oust the British from their position, but the attempt was vigorously resisted and proved unsuccessful.
The manner in which the Buffolks met with the disaster near Colesberg has convinced the Colonial troops that the mounted irregulars ought to be utilised to cope with the Boer forces in hilly country, and the infantry ought to be restricted to fighting on the plains
Hoffman, a member of the Cape Legislative Assembly for De Aar will probably be courtmartialled for acting on the medical staff of the Boer army.
