PARLIAMENTARY.
In tho Houso on Tuesday the Loan and Property Tax Bills both went through Committeo, and wero passed. Tho House then went into a Committee of Supply, and a number of-votes wero passed. In the Council on Wednesday the Beet Sugar, Consolidated Stock, Life Assurance Policies, and New Zealand Loan Bill vveie read a third time and passed, In tho House tho Native Land Settlements Bill was amended in Committee, read a third time and passed. The motion for tho second rending of the Civil List Amendment Bill waa lost on the voices. The House went into Committee to consider the terms and conditions of a proposed contract between tho PostmasterGeneral of New Zealand and tho New Zealand Siiipping Company for the conveyance of mails between Plymouth and Now Zealand by tho Company's direct steamers. Tho contract was approved. Mr Macandrow moved—" That tho Government bo requested to prepare a measure during the recess to enable loans through the Public Trustee or otherwise to be made at a low rate of interest to local bodies for drainage works, and to actual cultivators of the soil for material improvements." Agreed to. Tho Ilouso then considered the supple raentary estimates.
