AKAROA AND WAINUI ROAD BOARD.

The usual fortnightly meeting of this Board, was held at their office on Saturday, the 28th instant. • Present—Messrs. Piper, (Chairman,) Williams, Shadbolt, and Duxbury. ' ; correspondence. A letter was' read from Mr. Didsbury, the General Government printer, stating that, in consequence of great delay having been experienced in obtaining payments for advertisements forwarded for insertion in the Government Gazette, in future all such advertisements must be prepaid, according to accompanying schedule of prices. ■■■.-'■.' The Chairman read a telegram from Wellington, advising that the sum of £3,400 16s lid, had been placed to the credit of the Akaroa District Fund, at the Bank of New Zealand. Mr. T. S. Joynt, solicitor for Messrs. Everall and Gunning, contractors, wrote to the Board, requesting a settlement of the balance of their account, £48, due to them for widening and reforming 70 chains of the lower portion of the new Pigeon Bay road, and repairing culverts on the same. On reference to files, the contract referred to, dated" Bth February, 1.875, was found, but the specification had been mislaid. The Clerk was instructed to make a further search, and. the matter was adjourned for further consideration until the next meeting of tne Board. A letter was read from the Town Clerk, Akaroa Borough Council, drawing attention to the state of the road along the beach to the cemetery, and suggesting that the road be widened in all parts, so as to allow a dray, to pass., and that the culvert at the foot of the rise to the Cemetery be repaired ; also stating that the Council were prepared to do ail that was necessary within their boundary, to allow of the passage of vehicles. The Clerk was instructed to report on the matter at" the next meeting. From Louis Levalliant, asking for £10 as compensation for the new road at Horseshoe Gully passing through his property. The Chairman thought the Board should accept Mr. Levalliant's offer, which was very reasonable. . Mr. Shadbolt proposed that Mr. Levalliant's offer of.£lo, for compensation, be accepted, the same to be paid, on completion of the signing of the conveyance, and provided that there was a good marketable title to the land • Mr. Williams seconded the proposition. The Clerk' was directed to instruct Messrs. Nalder and Inwood to prepare the deed at once. FromD. Kennedy, Wainui, asking that the Clerk be sent over to stako out 22 chains of the road, known as Kennedy's road, leading from the jetty to his property." . '• . The matter was referred to the Clerk, who stated that he had arranged to meet Mr. Kennedy on Tuesday next. From E. Chappel, Long Bay road, drawing the attention of the Roard to the fearfuT state of the road, leading from Mr Houghton's gate to Mr. Morgan's house, owing to the culverts being completely blocked up, and the side channels obstructed by small slips, also to the impassable state of a very steep part of the road, on Inman's hill. The letter further stated | that, although the residents in that district ■ had paid far more rates into the coffers of the Board than the residents in the Wainui district, they had the worst road communication on the Peninsula. METAL.' ' • | Mr. Williams said he wished to ask on what terms road metal was contracted for, and what were the conditions to which it was subjected before being passed. Ho felt it a duty to call attention to the matter. He had'himself seen some stacked metal on the Little River road, at Barry's Bay, which was, in reality, nothing but

soft friable stuff, no good whatever, and simply mullock. He had got off his horse and examined it, and found it was utterly worthless. He thought they ought to receive value for their money. Had noticed stacks of metal where the outside appeared good enough, but on trenching into it, the, interior was found to be useless for the * purpose intended. Mr. Duxbury was of opinion that really good metal was difficult to obtain, but that was the contractors business. He thought that no inferior metal should be passed. Mr. Shadbolt said the proper way to proceed in passing metal, was to dig trenches into it, so that the interior of the stack might be examined as well as the outside. The Clerk said he had cautioned the contractors on this subject. The right size of metal was 2| inches. Mr. Shadbolt said he had seen it more like 6_ to 7 inches. The Clerk was instructed for the future to pass none but. first-class metal. Mr. Williams proposed that, as the metal is not according to specification, the contractors be called upon to put 18 yards instead of 15 to the chain, in order to make up the deficiency, at the same price, and, in case this was not agreed to, that *• the metal be condemned. Mr. ShAdbolt seconded the proposition. Mr. Duxbury said he did not approve of the kind of metal at all, and that he averse to compromising the matter. If the metal was not according to specification, it should be condemned at once. SPECIAL GRANTS. Mr. Shadbolt asked the Chairman if any reply had been received from the Government re special grants. The Chairman.—No; Mr. Shadbolt suggested that the Clerk, be instructed to write to Mr. Montgomery, asking him to draw attention of the Government to the matter, and to the fact of. their letters being unanswered. LONG BAY ROAD. The Chairman said that the Board could take no further steps in this matter until they received Mr. Fenton's report. The Clerk was instructed to write to Mr. Fenton, requesting him to complete the surveys and plans as soon as possible iso as to allow the Public AVorks Act to be brought into force. j ' BREITMEYER's ROAD. OLD PIGEON RAY ROAD The Clerk said he had instructed a man to carry out the work on .this road. FRENCH FAKM VALLEY ROAD. ; | The Clerk said be had vi&ked the road, and found tltat, in the way - the road had been laid out, it was impracticable te build a bridge at the place required, and su&- , gested that the road be diverted to the south-we>t, to allow of a proper gradient being attained. The Board were agreed that they could not interfere in the matter. The Board also declined to interfere in the matter of Hunt's bridge, as it was . on private property.
