LICENSING TOLL. The Licensing Bill has been introduced and read a first time. It is largely upon the same lines as the one introduced last session. It provides for a two-issue ballot paper, but with a 55 per cent, majority; a Licensing poll is to be taken every six years. It sup-i Rests that the first poll for Restoration shall not be taken until the first general election after the expiration of five years from the date Prohibition was carried. This will ensure a fairer trial for Prohibition when carried. In regard to the present No-License areas.
