An Anti-Smoking Bill has passed the House of Peers in Japan, and has now become law. By it all minors unde r the age of twenty are prohibited to smoke. The Hobart Municipal Council has passed a by-law “ to regulate and restrain the smoking of tobacco, cigars, and cigarettes by children under 13 years of age, in any public street or place within the city of Hobart,” the penalty being a fine of £2 or more. France condemns the “ excessive use of tobacco and the prevalence of cigarette smoking as deleterious to health,” and distinctly prohibits the use of the latter among students. Germany recognises the fact that the use of tobacco stultifies the growth and
development of the body, and to save the deterioration of bis army the Emperor issues a prohibition order concerning the use of tobacco in any form. The Emperor Menelik, of Abyssinia, has issued an order strictly forbidding the importation of all spirituous liquors into bis dominions, and lias prohibited his people the use of tobacco and snuff on pain of severe penalties. He has informed tlie foreign representatives that he attaches the greatest importance to these edicts, and expects to receive the assistanc of friendly powers in his efforts to keep the “ curse of intemperance” out of his empiie.— Electoral Chimes. ♦
