For Consideration by Women Electors.

In view of the approaching General Election the Canterbury Women's Institute urges the electors to support the following proposals:— 1, Elective Executive: (a) to give people a voice in the election of Ministers by tin ir lepresentatives ; (b) to make for a capable and pure administration.

2. Majority representation: to amend the present system of election ot representatives. 3. Initiative : (a) to ensure more perfect organisation amongst reformers; (6) to bring the attention of Parliament to questions that would otherwise he postponed. 4. Referendum : (a) to ensure legislation in the direction of popular demand on important measures: (h) to provide for the education of the people on these measures: 5. The Reform of the Legislative Council. 6. The bare majority to rule on all questions 7. Local government reform : (a) the local government franchise to be on the same basis as the parliamentary iranchise ; (b) to ensure the representation of men and women on all public Boards; (c) to ensure tli it all local Boards he popularly elected ; (d) to institute Municipal co-operative industrial farms ; (e) to abolish slums, and erect sanitary tenements; (j) to classify charitable aid recipients; (g) to muni cipalise public utilities, to establish municipal gymnasia, biths, play and recreation grounds. 8. Extension of education : (a) to raise the school standard of school age ; (/>) to alTord free technical, agricultural, mining, art and secondary schools; (c) to establish State kindergartens; (d) to a fiord free university course; (*) to

make industrial schools and reforma tories as far as possible self supporting; (f) to train the young people in these to some special calling ; (g) to keep the inmates till the age of eighteen. 9. Universal old age pensions : (<i) as a due to all who have acted the part of citizens; (b) to remove the stigma of charity and do away with class distinctions.

10. Removal of all civil and political disabilities from women. 11. Reform in the treatment of criminals : (<i) prisons to be m i le reforma tories; (/>) the prisoners to be classified ; ( c ) the appointment of women visiting justicesof the peace; (d) visiting justices consisting of men and women to constitute a Board, which should appoint prison officials. 12. No further sale of Crown lands, and periodical re valuations of Government lease holds 13. Taxation to be removed, as far as possible, from the necessaries of life.
