Diocesan Stanoina Committee

Mr J. B. Fielder, Diocesan Secretary, reports aa follows : — A meeting of the Standing Committee of the Diocese was held at the Diocesan office on the 12th October, the Bishop m the chair. The minutes of the last day's sitting of the Diocesan Synod were confirmed. The resignation of Mr Thomas Tanner of his seat on the Standing Committee was accepted with regret, and a resolution passed placing upon record the appreciation of his many and valuable services rendered to the Diocese during the past forty years. Provision was made to vest m the Diocesan Board of Trustees the piece of land on which the church at Te Aute is erected. The land formed part of a block of land, the title of which was lately individualised by the Maori Land Board. It was intimated that the Church and School at Clyde, Te Wairoa, had been removed to another site, and that the vacated and other sections m the township would be leased by public auction on the 14th November next. It is expected that all the sections will be disposed of as the land is m good positions for business premises on the Marine Parade, and for residental near the Vicarage. During the last session of Synod a Bill was passed establishing a Loan Fund to enable Parishes and Districts to borrow money to complete certain works on Church properties; a subcommittee was appointed to draw up the necessary forms of application, conditions, and securities ; when their report is adopted by the Standing Committee the provisions of the Canon will be brought into operation. This will meet a much felt want. A Finance Committee was appointed to consider and report to each meeting of the Standing Committee on all applications for grants, loans, and other matters. Mr Phillips of Tahoraite has kindly surrended half an acre of his Hawke's Bay Band Board Lease, which is being converted into a freehold, which he presents to the Diocese for Church purposes. Steps are again to be taken to request certain Districts to keep up their registers of Church members. The three Archdeacons, Canon Tuke, and Mr J. H. Sheath, were elected members of the committee under the Diocesan Board of Missions. It is the duty of this committee to make provision for the appointment of committees m the several Parishes and

Districts to collect funds for the Diocesan Home Mission, Maori Mission, and Melanesian Mission, and also other important matters m connection with the Diocese. A very important and lengthy discussion took place as to the ways and means of providing grants m aid of the Stipends of country clergy. As shewing the large increase of grants that have been made for new Districts established since 1906-7 to the present time amount to £615. It was therefore incumbent upon the Standing Committee to make reductions m those who have been m receipt of grants for many years past, as funds were not available to meet them. Grants to Parishes were only voted for quarter ending 30th September last and the old Districts were reduced by £5 each ; it is hoped that the several Vicars will not suffer by these reductions, and that the Church people will contribute to make up for the same. The assessment of Parishes was made which shews an increase over that of the past year owing to the Canons and Standing Orders, etc., having to be reprinted, as the old supply is exhausted. Daring the last session of Synod a Bill was passed making provision for insuring the Clergy of the Diocese against risks by accident and certain sicknesses. The following is a copy of the Canon and the risks covered by the policy of insurance taken out m the New Zealand Insurance Company :— A Statute for making provision for acquiring Policies for Insuring risks against Sickness of and Accidents to the Clergy of the Diocese, and risks under the Labour Laws of New Zealand of Parochial Employees. Be it Enacted by the Bishop, Clergy, and Laity of the Diocese of Waiapu m Synod assembled as follows : — The Short Title of this Statute shall be " The Insurance Statute 1911." 1 . The Standing Committee is hereby empowered to enter into agreements with any Insurance Company m the Dominion of New Zealand to cover by a Policy of Insurance risks, temporary or otherwise, of Sickness, Accident, and Death by Accident, the Bishop and Licensed Clergy, whilst engaged m their respective duties m the Diocese. 2. The Policies shall be made out m the name of the " Waiapu Board of' Diocesan Trustees, Incorporated." 3. The Annual Premium payable under any Policy shall be paid by the Diocesan Treasurer, and shall be re-

funded to him by the Body or District by whom such Assured's Stipend is paid. 4. All moneys received under such Policies shall be paid as follows :— In case of sickness or accident to the Churchwardens of. the Parish or District whose Vicar or Curate is insured. 5. The money received for Death shall be at the disposal of the Standing Committee who shall decide as to the final disposal thereof. 6. The Standing Committee shall also be empowered to take out a '• GHobo Policy " m any Insurance Company to cover certain persons engaged by the Church Officers of any Parish or District against Accident for which they are liable under any of the Labour Laws of New Zealand. The Premium: on this Policy shall be paid by the Diocesan Treasurer and charged m the Annual Assessment on Parishes and Districts.
