Mr. Gladstone, it is said, proposes international arbitration between Italy and tbe Pope. The Kvangehcal world will not take kindly to that suggestion, as it involves arbitration of the temporal power of the Catholic Church and pogsession of the city of Rome. Nevertheless, arbitration may always be proposad witbout malice, and especially by a statesmaa like Mr. Gladstone, whose enure nature is pacific.
