The Ministry of King Alphonso XII. is intent on introducing Civil Marriage into Spain. The Cardinal Archbishop of St. Jago, and the Bishops of Salamanca and Barcelona have vehemently protested in the Senate against such a desecration of Christian marriage. The Bishop of Santander has from the pulpit excommunicated three Liberal papers, and has warned his flock that whoever reads any journal advocating civil marriage also incurs excommunication. The Bishop of Barcelona and his clergy have already denounced and condemned civil marriage, without waiting for the issue of the negotiations the Minister Sagasta has on foot with the Vatican. At the recent meeting of the consultative commission of the Panama canal, the commission approved of a plan for the creation of a temporary shelter pert at Celon, at a spot where maritime operations can be carried on at all seasons. From this port, and a* far at 10 kilometres inland, digging is about to be commenced with dredge and excavators. The second great centre of work will be set up in the mid' lie of the isthmus on the summit of the Culebra, and, lastly, the earth derived from this will serve to form a great bar at Ganiboa, which is to keep back the waters of the Cbagres.
