Tunis has fallen into the hands of France. Of course the Bey of Tunis continaes to reign and even govern, but the country will be as much, and evea more, under the suzerainty of the French Republic as ever the recent treaty concluded between Generals (Sir Evelyn Wood and Joubert has made the Transvaal into a suzerain, dependency of England. la fact the treaty which the Bey was made to sign last week is purely and Bimply the counterpart of the treaty of Gundamuk, that was concluded between Yakoob Khan aud Major Cavagnari two years ago, and by which Afghanistan was made to recognise the Sovereign of India as its lord paramount. Of course, no oue thought that it would come to this, and that France meant to acquire a second Algeria. The traditional politicians of England look very askance at the whole affair ; and as to the Piedmontese — well, they are nowhere; but Bismarck seems to chuckle. He wont send his Pomeranian soldiers into outlandish places after barren conquests ; he keeps them at home ready to fall on Fiance again, should she do more in the same way and weaken her fighting powei 1 in Europe by going about wild goose chases in North Africa. — Universe. The longer I live the more I feel the importance of adhering to the following rules, which I have lain down for myself in relation to such matters :— lst. To hear as little as possible what is to the prejudice of others. 2nd, To believe nothing of the kind till lam absolutely forced to it. 3rd. Never to drink into the spirit of one who circulates an ill report. 4th. Always to moderate, as far as I can, the unkindness which is expressed towards others. sth. Always to believe that if the other side were heard, a very different account would be given in the matter.
