MISCELLANEOUS INFORMATION

Memorandum] Payment in lieu of Accrued Annual Leave Cabinet approval has been obtained to offer National Savings Bonds to public servants in respect of any annual leave accumulated prior to 31st December, 1941, and still untaken. This offer is subject to the following conditions : (а) All annual leave taken during 1942 and 1943 should be deducted from arrears of leave due at 31st December, 1941— i.e., all leave taken since 31st December, 1941, should be regarded as wiping out past leave rather than leave due for the year in which it was taken. (b) Not more than six weeks may be counted in respect of annual leave outstanding prior to 3rd September, 1939. (c) The election to take bonds may apply to the whole or part of the overdue leave. ( d ) Calculation is to be made at salary rate on Ist July, 1943, including cost of living allowances, and other allowances in the nature of salary. Nationalsecurity and social-security deductions are to be made, but not superannuation deductions. The gross amount should be included in income-tax returns for year ending 31st March, 1944, by Departments and by individual taxpayers. (e) The scheme is optional, but no application* will be considered unless submitted by 30th November, 1943. Bonds will be issued only for complete pounds. If an officer so desires, he may pay in cash such sum as will make up a complete pound, otherwise fractions of a pound will be regarded as forfeited. Calculation as to amount due to an officer is to be made as though the leave due was taken from Ist July, 1943, but at the salary rate operative on Ist July, 1943. Any member of the Police Force who desires to take advantage of this proposal should submit an application through the Officer in Charge of the District containing the following particulars : Name, rank, and station. Rate of pay at Ist July, 1943. • Allowances in nature of salary (house allowance, or value of free quarters, cost of living allowance, detective, plain clothes, or clerical allowance). Accumulated leave, due on 3rd September, 1939. Accumulated leave due on 31st December, 1941. Less leave taken from Ist January, 1942, to date. Balance of leave due at 31st December, 1941. Value of such leave at rate of pay and allowances on Ist July, 1943. National and social security taxes. Amount of bonds required. The foregoing particulars are to be checked and certified as correct by the Officer in Charge of the District and the application then submitted to this office. D. J. Cummings, Commissioner of Police. Wellington, 3rd November, 1943. (P. 43/34.)
