Police Letter-box.—Change of Number. Wanganui. — The letter-box number for correspondence for Police District Headquarters, Wanganui, has been changed from “ 67 ” to “ 443.” The list of letter-box numbers published in Police Gazette, 1932, page 676, is to be amended accordingly. (P. 35/467.)

King’s Police and Fire Services Medal. With reference to memorandum of 3rd May, 1934 (Police Gazette, 1934, page 264), the following copy of an amended Royal Warrant and Regulations dealing with the granting of the King’s Police and Fire Services Medal is published for general information. GEORGE R.I. George the Sixth, by the Grace of God, of Great Britain, Ireland, and the British Dominions beyond the Seas King, Defender of the Faith, Emperior of India, to all to whom these Presents shall come, Greeting ! Whereas His late Majesty King Edward the Seventh in consideration of the good services rendered by officers of the Constabulary Forces and by persons serving in Fire Brigades within His Dominions and in Territories under His protection or jurisdiction and the heroic acts of courage and instances of conspicuous devotion to duty of such persons, and being desirous of distinguishing such meritorious conduct by some mark of His Royal Favour did by Warrant under His Royal Sign Manual dated the 7th July, 1909, institute a new Medal to be awarded for such services as aforesaid : And whereas We are desirous of further amending the aforesaid Warrant which was amended by subsequent Warrants under the Royal Sign Manual bearing date respectively the 3rd October, 1916, the Ist October, 1930, the 12th December, 1933, the 25th May, 1936, and the 15th December, 1936, We are graciously pleased to make, ordain, and establish the following Statutes for the governance of the said Decoration : “ Firstly.lt is ordained that the Medal shall be designated and styled ‘ The King’s Police and Fire Services Medal.’

Secondly.—lt is ordained that the King’s Police and Fire Services Medal shall consist of a circular Medal of Silver with the effigy of the Sovereign on the obverse, and shall bear on the reverse a design emblematic of Protection from danger and the words ‘ For Gallantry ’ or ‘ For Distinguished Service ’ as the case may be and on the rim the name of the person to whom the Medal has been awarded.

Thirdly.lt is ordained that the Medal shall only bo awarded to those of Our Faithful Subjects and Others who have either performed acts of exceptional courage and skill or exhibited conspicuous devotion to duty as members of a recognized Police or fire Service within Our United Kingdom of Great Britain and Northern Ireland our Indian Empire Burma or any of Our Colonies or any territory under Our protection or jurisdiction not being administered by Us in Our Government in any other part y of Our Dominions; or within any other part of Our 1 ' Dominions Our Government whereof has signified its desire that the Medal should be awarded under the provisions of this Our Warrant to members of any such Service within such part, or within any territory under Our protection or jurisdiction being administered by Us in such Government; and that such award shall be made only on a recommendation to Us by Our Principal Secretary of State for the Home Department.

Fourthly.—lt is ordained that the names of those upon whom We may be pleased to confer this Decoration shall be published in the London Gazette, and that a Register thereof shall be kept in the Office of Our Principal Secretary of State for the Home Department. Such Register shall show the name and rank of the person holding the Medal, the Police or Fire Service of which he is or was a member, and particulars of the action for which the Medal has been awarded.

Fifthly. is ordained that each Medal shall be suspended from the left breast, and the riband, of an inch and three-eighths in width, shall be dark blue with a narrow silver stripe on either side and a similar silver stripe in the middle; and in the case of awards for acts of exceptional courage each silver stripe of the riband shall contain a thin red line down the middle.

Sixthly.—lt is ordained that any act of gallantry which is worthy of recognition by the award of the King’s Police and Fire Services Medal, but is performed by one upon whom the Decoration has already been conferred, may, on a recommendation to Us by Our Principal Secretary of State for the Home Department, be recorded by a Bar attached to the riband by which the Medal is suspended. For every such additional act an additional Bar may be added and for each Bar awarded a small silver rose shall be added to the riband when worn alone.

Seventhly.lt is ordained that it shall be competent for Us, Our Heirs and Successors by an Order under Our Sign Manual and on a recommendation to that effect by or through one of Our Principal Secretaries of State to cancel and annul the award to any person of the above Decoration and that thereupon his name in the Register shall be erased. Provided that it shall be competent for Us, Our Heirs and Successors to restore any Decoration which may have been so forfeited when such recommendation has been withdrawn. And every person to whom the said Decoration is awarded shall, before receiving the same, enter into an agreement to return the Medal if his name shall be erased as aforesaid.

Eighthly.—lt is ordained that Our Secretary of State for the Home Department may make regulations for the carrying into effect of this Our Royal Warrant.”

All previous Warrants issued in this behalf are hereby revoked except in so far as they are already revoked. Given at Our Court at Saint James’s the twentieth day of August, 1940, in the Fourth Year of Our Reign. By His Majesty’s Command, John Anderson.

King’s Police and Fire Services Medal Regulations

I, the Right Honourable Sir John Anderson, one of His Majesty’s Principal Secretaries of State, in accordance with the Eighth Statute of the Royal Warrant of 20th August, 1940, hereby make the following regulations which shall be observed in submitting recommendations for the award of the King’s Police and Fire Services Medal: — 1. Unless His Majesty otherwise directs, lists of the names of members of recognized police or fire services, who are recommended for the Medal, shall be submitted by the Secretary of State for the Home Department in the months of May and December in each year. 2. For the purpose of inclusion in any such list, the names of those recommended by the Secretary of State for Scotland, or Dominion Affairs, or the Colonies, or India or Burma shall be forwarded to the Home Office not later than one month prior to the date on which the award is to be made. 3. In special circumstances a recommendation may be made at any time for an immediate award.

4. All recommendations shall state the name and rank of the person recommended, the name of the police or fire service of which he is or was a member, and particulars of the action or service for which the grant of the Medal is recommended.

5. The number of Medals awarded in any one year shall not exceed one hundred and twenty, unless His Majesty is of opinion that special circumstances in any year justify the award of Medals in excess of that number.

G. The qualifications for the grant of the Medal shall be as follows :

(a) Conspicuous gallantry in saving life and property, or in preventing crime or arresting criminals, the risks incurred being estimated with due regard to the obligations and duties of the officer concerned.

(b) A specially distinguished record in administrative or detective service, or other police service of conspicuous merit.

(c) Success in organizing police or fire services, or in maintaining their organization under special difficulties.

( d ) Special services in dealing with serious or widespread outbreaks of crime or public disorder, or fire. (e) Valuable political and secret services. (/) Special services to Royalty and Heads of States. (g) Prolonged service ; but only when distinguished by very exceptional ability and merit.
