Memorandum.] Motor Registration : Re-licensing of Vehicles for Year ending 31st May, 1941. The following copy of a memorandum received from the Registrar of Motor-vehicles is published for general information. It is desired that proceedings be taken against persons observed to be using motor-vehicles on and after Ist June next with the old number-plates (black numerals and border-line on orange ground) attached, but in cases where a motorist, having purchased new registration-plates, has a valid reason for not having them affixed on the Ist June to the motor-vehicle to which they belong, discretion should be exercised as to whether a prosecution should necessarily follow, as each case should be judged on its merits. When it is desired to ascertain from the Motor Registration Office the name and address of the owner of a motorvehicle bearing the old number-plates, application should be made by memorandum from the Officer in Charge of the District to the Registrar of Motor-vehicles, Wellington. The re-licensing of motor-vehicles for the ensuing year is being commenced at all Deputy Registrars’ Offices throughout the Dominion on Monday the 6th instant. All motorvehicles in use on public highways on and after the Ist June next should have the new year’s plates (white numerals and border line on a venetian-red ground; the symbol being a diamond) affixed thereto as an indication that they have been both licensed and insured for the 1940-41 licensing year.

No changes have been made insofar as the issuance of plates for the year 1940-41 is concerned. I would like again to express appreciation of the assistance received from your Department in the past in co-operating with my officers with a view to ensuring that owners of motor-vehicles comply with the re-licensing and insurance requirements, and I should be glad if you would again circularize the various police-stations asking them to take action against motorists using their motor-vehicles on public highways on and after Ist June next with the obsolete (black on orange) plates attached thereto. As you are aware, such breaches arc viewed seriously, as owners who have not re-licensed their vehicles are not covered in terms of the Motor-vehicles Insurance (Third-party Risks) Act, 1928. J. G.
