Memorandum.]
Apprehension of Naval Deserters.
The Naval authorities having drawn attention to the number of men wanted on warrant for deserting from His Majesty’s ships who have not been arrested, members of the Force are directed that every effort must be made to locate and apprehend such persons. It has been arranged that the Officer Commanding the ship shall furnish to the police as full a description as possible of deserters and any other information available that may assist in locating them. When there are several men missing at a port, a member of the ship’s police who knows the deserters will whenever possible be detailed to assist in searching for them, and, if necessary, remain behind in port for a few days after the departure of the ship when such can be arranged.
It is also desired that proceedings be taken in cases where there is evidence of persons harbouring or assisting deserters in breach of Sections 25 and 26 of the Naval Discipline Act, 1922 (Imperial), which read as follows : 25. If any person not subject to this Act assists or procures any person subject to this Act to desert or improperly absent himself from his duty, or conceals, employs, or continues to employ any person subject to this Act, who is a deserter or improperly absent from his duty, knowing him to be a deserter or so improperly absent, he shall for every such offence of assistance, procurement, concealment, employment, or continuance of employment, be liable, on summary conviction thereof before a Justice or Justices, or before any person or persons or court exercising like authority in any part of His Majesty’s dominions, to a penalty not exceeding thirty pounds; and, notwithstanding anything in any Act relating to Municipal Corporations, or to the Metropolitan Police, or in any other Act, every such penalty shall be applied as the Admiralty direct. 26. If any person not subject to this Act by words or otherwise persuades any person subject to this Act to desert or improperly absent himself from his duty, he shall for every such offence be liable, on summary conviction thereof before a Justice or Justices, or before any person or persons or court exercising like authority in any part of His Maj esty’s dominions, to a penalty not exceeding twenty pounds; and, notwithstanding anything in any Act relating to Municipal Corporations, or to the Metropolitan Police, or in any other Act, every such penalty shall be applied as the Admiralty direct.
