Circular No. 7/28.] Leave of Absence. In future all applications for leave of absence shall state where the leave is to be spent and full address or addresses at which the member of the Force concerned will be found if the Department should find it necessary to communicate with him at any time during the period for which leave may be granted him. Officers in charge of stations, when submitting to their district officer applications for leave from members of the Force under their charge, or on their own behalf, shall — (a) State whether or not such member is required as a witness in any case at the Police Court, or Supreme Court, or inquest; , (b) State if the member can be spared during the period of leave applied for ; if not, set forth the departmental reasons, or if relief will be necessary. District officers, when dealing with applications from members of the Force for leave of absence, shall (a) Before granting such applications, satisfy themselves that any such member will not be required as a witness at any Police Court, Supreme Court, or inquest, and that such member can be spared during the period of leave referred to in his application (b) See that all leave applied for is in strict accord with the provisions of the Police Regulations. (c) Arrange for any actually necessary relief at any station where a member has been granted leave, and, if there are extraneous duties to be. performed at such station, see that a member of the Force capable of performing such duties is detailed as the relieving official. (d) Not grant leave to a member of the Force from another i I ~ police district unless provided with a recommendation fid'™' from the officer in charge of the district in which applicant is stationed.

No member of the Force to whom leave has been granted shall leave his station until the actual date of the approved commencement of such leave. Every member of the Force who shall obtain leave of absence shall return to his station not later than the evening of the day on which the period of such leave shall terminate, and report his return accordingly on the following day in the usual manner to the officer by whom the leave was granted. Officers in charge of districts upon expiration of their leave of absence shall, in accordance with the foregoing direction, communicate the fact of their return to District Headquarters station to the Commissioner by official telegraph message. The cost of all telegraph or telephone messages sent by district officers or officers in charge of stations, at the request of any member of the Force or on their own behalf, relating to any such member’s leave or their own leave, shall be paid by the member concerned. In all cases where a member of the Force applies for a transfer, whether on account of illness in his family or other cause, district officers, before submitting such applications to the Commissioner, shall ascertain from the applicant whether or not he is prepared to pay the cost of such transfer.
