Station opened. Marion Junction (Palmerston North District). Circular No. 15/26.] Rewards and Gratuities: Approval of Acceptance.

As the police are expected to carry out their duty promptly and conscientiously without expecting to receive rewards, or gratuities, or suchlike consideration, members of the Force are hereby directed to avoid doing or saying anything to indicate that they consider themselves entitled to any private reward or gratuity from any person, or firm, club, &c., benefited by their exertions. In future members of the Force are to request any person, firm, club, association, committee, organization, or institution offering any money, gratuity, payment, or reward for services rendered by the police to send it to the officer in charge of the police district together with a written communication giving full particulars of the offer. Upon receipt of the proffered gratuity, &c., such officer will place it in safe custody, and submit the correspondence relating thereto to the Commissioner for his direction as to disposition of the gratuity, &c. When for any reason it may appear necessary or advisable to so do, District Officers will cause inquiry to be made to satisfy themselves that no solicitation, direct or indirect, has been made in connection with the offer of any money, gratuity, payment, or reward, and will report if they are not satisfied, or if there are any circumstances which make it improper to receive such money or other consideration. In all cases a memorandum summarizing the facts must accompany the reports furnished to the Commissioner, who will give his decision thereon. When authority to pay or accept has been granted, and the rewards or gratuities have been paid, the memorandum is to be noted to that effect and returned to the Commissioner, and the file of the reports retained in the District Office. Without the authority of the Commissioner, no record of a reward is to be entered on a Merit Sheet. Gratuities are to be recorded on a separate sheet, to be called a “ Reward Sheet,” and a return of entries thereon is to be forwarded to the Commissioner monthly. As on and from the date hereof approval of rewards or of acceptance of gratuities or payments for any services rendered will be issued by the Commissioner only. Attention is especially directed to the fact that Police Force Regulation No. 8 requires that the Commissioner must approve the acceptance of gratuities ; Police Force Regulation No. 353 (17) makes it an offence for any member of the Force to directly or indirectly receive a gratuity without the Commissioner’s sanction ; and section 22 (c) of the Police Force Act, 1913, provides a penalty of imprisonment for one year or a fine not exceeding fifty pounds in the case of conviction of any person, not being a member of the Force, who connives at any act whereby any Police Force regulation may be evaded. Memorandum.] Gaming Acts: Enforcement by the Police. Members of the Force are enjoined to strictly enforce the provisions of the Gaming Acts, and I desire it to be recognized that no relaxation of required effort will meet with approval. Concurrently with the members, officers, agents, and servants of racing clubs, the police shall enforce the provisions of regulations made by racing clubs under the provisions of section 33 of the Gaming Act, 1908. It is, however, to be understood that action by the police is not intended to relieve the clubs in the least degree of their similar responsibility under statute.
