Payment of Superannuation Contributions on House Allowance or on Value of Free Quarters.
The following copy of a circular issued by the Secretary, Public • Service Superannuation Board, is published for the information of members of the Force
“ The Finance Act, 1925, provides that a contributor to the Superannuation Fund who is supplied with board and lodging, or with the use of a house, or is paid an allowance in lieu of board and lodging or the use of a house, such emolument shall be deemed to form part of the salary received by such contributor if on or before the 31st day of March, 1926, a notice in writing electing to take advantage of this privilege is addressed to the Secretary to the Public Service Superannuation Board, Wellington, and forwarded through the Depart; ment to which such contributor is attached. “ The annual value of the above emoluments shall be the amount stated in any classification list, or in any Act or regulations for the time being in force, or, if not so stated, such value shall be determined by a Committee appointed under the Finance Act. A lodging-allowance of a temporary nature paid to a cadet or other officer is not included in the above category.
“ Arrears of contributions on the amount added to salary must be paid at the rate now payable by the contributor as from the Ist January, 1908, or from the date when the allowance or benefit was granted if subsequent to the latter date, together with compound interest at the rate of 5 per cent, per annum, computed yearly, Payment of arrears and interest may be made by instalments of such amount and at such intervals as the Superannuation Board may direct. “ The acceptance of the above privilege by the contributor is optional on the part of the contributor, but no election will be accepted if made later than the 31st day of March, 1926, as stated above.”
It has been decided that the value of free quarters (house or barrack accommodation) shall be assessed as equivalent to the house allowance paid to a member of the same rank who is not provided with quarters. The value of quarters occupied by members of the Force (including barrack accommodation for single men) has been assessed as from Ist instant as follows : Superintendents and Inspectors, £IOO per annum ; Sub-Inspectors, £9l per annum ; Senior Sergeants, £7B per annum ; Senior Detectives, £6O per annum ; Sergeants, Detective-Sergeants, Constables, and Detectives, £39 per annum. The value of such quarters between Ist January, 1908, and Ist October, 1925, will be assessed at the rate of house allowance paid to the different ranks during that period. Members may on application obtain particulars of the amounts on which they will be required to pay arrears of contribution if they elect to take advantage of the above. Although it is open to members to elect at any time before 31st March, next, it is desirable that they should do so as early as possible, so that the necessary arrangements may be made for adjusting deductions from their pay. The election should be made by memo, addressed to the Secretary, Public Service Superannuation Board, and forwarded to this office through the usual channel, and should be to the following effect: “ In terms of section 29 of the
