MISCELLANEOUS INFORMATION.

Circular No. 8/21.] The Hon. Minister of Justice has authorized the following arrangements respecting the administration of the Police Force and the duties of Superintendents and Inspectors : (a.). Divisions. 1. The Dominion is divided for police purposes into four Divisions, each Division to be under the supervision of a Superintendent, and called the Wellington, Auckland, Canterbury, and Otago Divisions respectively. 2. The Wellington Division comprises the police districts of Wellington, Wanganui, New Plymouth, Palmerston North, and Napier. 3. The Auckland Division comprises the police districts of Auckland, Hamilton, Whangarei, and Gisborne. 4. The Canterbury Division comprises the police districts of Christchurch, G reymouth, and Timaru. 5. The Otago District comprises the police districts of Dunedin and Invercargill. (6.) Inspectors at Divisional Headquarters. 6. The Inspectors at Wellington, Auckland, and Christchurch will have charge respectively of the districts so named, in the same manner as Inspectors in charge of other police districts, but subject to the immediate supervision of the Superintendent, and to such other limitations as appear herein. Exterior Duties. 7. In order to enable the Inspector to remain as far as possible continuously in charge at the District Office and . Headquarters Station, the inspection and visitation of all stations in the district will be carried out by the Superintendent. This arrangement is not to preclude the Inspector from visiting suburban and country stations when necessary to deal with any reported irregularity in conduct of members of the Force, or to investigate crimes, casualties, &c., necessitating his personal attention in the same manner as if they occurred within the present subdistrict limits. Correspondence. 8. The District Office clerical staff will serve for the Inspector as well as the Superintendent, whose authority will remain paramount. The District Clerk will deal with the Superintendent’s correspondence as he directs. 9. The Commissioner will normally correspond with the Inspector on matters relating to the district, but will also communicate directly when expedient with any members of the Force in charge of a station outside the city and suburban

area about any local matter of an urgent or special nature. Such members will reply according to the Commissioner s instructions, and will also inform their district officers of what has been done. 10. All routine interdepartmental correspondence will be dealt with by the Inspector, but departure from established practice in dealing with the subject-matters will not be permitted without the authority of the Superintendent. 11. -Correspondence with local bodies will be dealt with in a similar manner. No new obligations on behalf of such bodies will be undertaken by the police without the permission of the Superintendent. 12. Routine matters such as returns and periodical reports will be forwarded direct to the Commissioner by the Inspector, subject to any reservation made by the Superintendent. 13. Reports upon qualifications of men who have passed examinations for promotion will be furnished through the Superintendent, who will make such comments thereon as he thinks fit. 14. Subject to the foregoing instructions, Inspectors will deal with all correspondence to and from the District Office, and control and administer the affairs of the district. The Superintendent, however, will retain control of the Imprest Account as heretofore.

Discipline. 15. All breaches of discipline by constables and all complaints against them will be dealt with by the Inspector, except such serious matters as he reserves for the consideration of the Superintendent. All matters dealt with by the Inspector will be submitted for the information of the Superintendent. xrT 16. Breaches of discipline by officers, as well as such cases reserved for him by the Inspector will be dealt with by the Superintendent in the manner provided by the Police Force Act and regulations. (c.) Inspectors in other Districts. 17. The Inspectors in charge of other districts will continue in charge and administer their districts as heretofore, subject to the provisions of paragraphs 9, 10, 11, 12, 13, 15, and 16 above and to the definitions of the duties of the Superintendents following. (d.) Superintendents’ Duties. Headquarters District. 18. The primary and most urgent duty of the Superintendents is to supervise the police and their duties in the Headquarter cities. 19. To enable them to do this effectively the burden of the great bulk of correspondence devolves by the preceding arrangements upon the Inspectors, who are to all intents and purposes to be the “ corresponding ” officers of the district. After these arrangements, the duties of Superintendents are to vigorously carry out the supervision of all duties, especially at the Headquarters city; to maintain there an effective Force of both branches of the service ; to build up reserves in each branch sufficient to reasonably meet defections on account of discharges, illness, leave, relieving duty, and escorts throughout the Division; to visit the “suburban and country constables, and to carefully examine their duties. Other Districts. 20. The Superintendent will also visit as occasion requires the whole of the stations in the Division, examine the conditions of the buildings and premises ; report upon alterations, repairs, and new buildings required; the condition of paddocks and reserves, with their fences ; inspect Government troop horses at the stations ; arrange for purchase of remounts ; investigate matters relating to private horses used for police work, allowances of fodder, or money, for the upkeep of such horses ; the acquisition of reserves where required either at existing stations or for future establishments ; the establishment of new stations and the closing of unnecessary ones ; the purchase or erection of houses as residences or as station premises ; examine and make recommendations in respect of equipment; the appointment of district and Native constables; and the staffing of District Offices. 21. The Superintendent will also, on request of District Inspectors, render according to his ability assistance in such emergencies as sickness, deficiency in authorized or necessary strength, great crimes or casualties, public meetings, races, &c. 22. In case of any industrial trouble within the district the Superintendent must be immediately informed, so that he may take charge of the arrangements necessary to deal with the situation.

23. The Superintendent may require any Inspector in his Division to furnish information for him on any of the matters included in his authority under this circular. The regulations dealing with Superintendents’ and Inspectors’ duties are to be deemed applicable to the conditions created by this circular. 24. The full responsibility of Inspectors in respect of matters within their own districts is not diminished by any responsibility hereby placed upon the Superintendents. The Inspector is the officer responsible in the first instance for the efficient control and management of his district. These arrangements are intended to relieve him as far as the Superintendent can carry out the duties assigned to him, and to assist him by authorizing a superior officer to advise and confer with him on any matter presenting difficulty. (e.) Subordinate Officers. 25. Sub-Inspectors, Senior Sergeants, and Sergeants in charge at the Headquarters stations must understand they are understudies to their immediate superior officers. Their responsibilities extend to the whole district, and they are to understand that when occasion requires it, in the absence temporarily or otherwise of the proper officer, they must attend to any matter of duty or discipline in the same manner as that officer should attend to it. They must, therefore, take a constant and watchful interest in the affairs of the 'district, so that they may be able to deal in an intelligent and capable manner with current matters if required. 26. Officers in charge of districts should keep such subordinate officers as fully acquainted as possible with the general affairs of the district, and the method of dealing with them, so that each subordinate officer may acquire the greatest degree of experience and training for the higher position that it is possible to obtain in the circumstances. 27. The same instructions apply to chief and other detectives at Headquarters stations, according to the conditions of their duties.

28. The Superintendents and Inspectors should, as far as possible, allot to each such subordinate officer definite duties appertaining specially to his rank and position, and hold every such officer responsible for the complete and efficient discharge of all such duties. Motor Regulation Act, 1908. The distinguishing numerals “ 1001 to 1500 ” have been allotted to the Masterton County Council, in addition to the numerals “25 to 1000” already assigned to that Council. The list, published in Police Gazette, 1919, page 769, is to be amended accordingly. (P. 16/969.)

Clerks of Magistrates' Courts appointed. (See New Zealand Gazette, 1921, page 1091.) Constable John Neil Thomson has been appointed to be Clerk and Bailiff of the Magistrate’s Court and Bailiff of the Warden’s Court at Black’s ; and Constable Joseph Francis Lamb has been appointed to be Clerk and Bailiff of the Magistrate’s Court at Culverden.

Inspectors of Factories appointed. • (See New Zealand Police Gazette, 1921, page 1091.) Constables Theodore Campagnolo, Henry Blamires, and Gerald Harry Lambert have been appointed to be Inspectors of Factories at Seddonville, Fortrose, and Kaikohe respectively.
