Influenza Epidemic. Police Department, Wellington, 4th January, 1919. The following copy of a memo, received from the Education Department is published for the information and attention of members of the Force. J. O’Donovan, Commissioner of Police.

INFLUENZA EPIDEMIC. Education Department, Wellington, 19th December, 1918. The Commissioner of Police, Wellington. I shall be glad if you will advise your officers that the Government, through the medium of the Education Department, has decided to collect information regarding all children who have been left unprovided for by the loss of one or both parents during the influenza epidemic and to grant assistance in all necessitous cases. It is desirable that full information regarding each case should be supplied to the agents of the Department in the various centres of population throughout the Dominion, together with particulars regarding all known relatives and their circumstances. It is the wish of the Government that, wherever possible, the family ties should be preserved, either by assisting the mother if the father is dead, or in the case of the mother’s death the father if he is in a position to carry on the home, or any of the relatives who are prepared to take over the custody of the children. As a general rule, payments up to 10s. (id. a week for each child will be allowed, but it is proposed to deal with each case on its merits. In the case of orphan children who have no relatives the Department proposes to board them out in foster-homes, payment to be at a rate not less than 10s. 6d. a week each. The Department is, however, empowered to increase the rate of payment for infants or delicate children or (uses calling for special consideration. The question of procedure is to be decided on the merits of each case. No doubt it will be found that a considerable number of these children are ordinary cases for commitment to an industrial school, either under subsection (1) (a) or under subsection (c) as amended (not under proper control) of section 17 of the Industrial Schools Act. In other cases the matter of guardianship will be dealt with by the Department under the provisions of Part I of the Infants Act, 1908. For children who have been provided for temporarily by neighbours or other philanthropic persons payment up to 10s. 6d. a week for each child will be made if required, but each case coming under the notice of your officers should be reported to the nearest agent of the Department. In cases where persons wish to take children with a view to adoption, there will be a probationary period of at least six months, during which time payment may be made for the children’s maintenance. Otago and Southland.—District Agent, Industrial School, Caversham, Dunedin. Telegraphic address : Training, Dunedin. For cases north of Marton, including Wanganui and Taranaki, and frr the east coast north of Napier, communications should be addressed to — The Officer in Charge, Special Schools Branch, Education Department, Wellington. All cases brought under the notice of the Department or its agents will be dealt with as expeditiously as possible, but in cases where your officers are appealed to for immediate relief, action should be taken to place the children in temporary homes in accordance with the policy outlined above and each case reported either to the Department or to its agent for the district concerned. P.S.—The full information referred to in the first paragraph of my communication should be such as is supplied in the case of an ordinary admission to an industrial school (two schedules of particulars).
