EXTRACTS FROM NEW ZEALAND GAZETTE.

(From New Zealand Gazette, 1917, pages 3984 and 4010.) Paparua Prison proclaimed. [l.s.] LIVERPOOL, Governor-General. A PROCLAMATION. WHEREAS by an Act of the General Assembly of New Zealand intituled the Prisons Act, 1908, it is provided that the Governor-General may, by Proclamation published i the Gazette, declare any house, building, enclosure, or place to be a prison, and from and after the gazetting of any such Proclamation, or from any later time specified in the Proclamation, such house, building, enclosure, or place shall be deemed a prison : Now, therefore, I, Arthur William de Brito Savile, Earl of Liverpool, the Governor-General of the Dominion of New Zealand, in pursuance of the above-recited power and authority, do hereby declare that the buildings erected upon the land mentioned in the Schedule hereto, and all enclosures used or occupied therewith, shall, from and after the publication of this Proclamation in the Gazette, be a prison, known as the Paparua Prison, within the meaning and for the purposes of the Prisons Act, 1908.

SCHEDULE. All that area in th ‘ Canterbury Land District, containing by admeasurement 1,907 acres 3 roods 21 perches, more or less, being Reserve 2531, parts Reserves 702 and 2351, Section 5 and part Section 6, formerly of Drayton Settlement, and Section 36831, situated in Blocks XII, Rolleston, and IX, Christchurch Survey Districts, commencing at the northeast corner of Reserve 325, and bounded as follows : Towards the north generally by Bealey’s Road, 2968-4 links and 764-6 links, by Reserve 2530, 1000 links, 993-6 links, and 1000-1 links, again by Bealey’s Road, 100-5 links and 190-5 links, and by Sections 2919, 2603, 2552, 2342, anil 2343, to Haskett’s Road ; thence towards the south-east by that road, 5163-7 links and 425 links ; towards the south generally by a public road, 4060-4 links and 1602 links ; thence again towards the east generally across that road and by Reserve 3962, 1370-9 links, by a public road, 365-7 links, and by Barter’s Road, 1132-4 links ; thence towards the south-west by Section 8, Drayton Settlement, to and across a public road; thence towards the south-east by that road, 3873-1 links, to Church Road ; thence towards the west generally by Church Road, 560-7 links, by a quarry-site, 500 links, 400 links, and 500 links, and again by Church Road, 5925-4 links, by Section 2, Drayton Settlement, 1294 links and 1690 links, and by Reserve 325, 696-7 links and 1000 links, to the point of commencement: be all the aforesaid linkages, more or less. As the same are delineated on the plan marked P.D 1915/9, deposited in the Head Office, Prisons Department, at Wellington, and thereon bordered red. Given under the hand of His Excellency the Right Honourable Arthur William de Brito Savile, Earl of Liverpool, Knight Grand Cross of the Most Distinguished Order of Saint Michael and Saint George, Member of the Royal Victorian Order, Governor-General and Commander-in-Chief in and over His Majesty’s Dominion of New Zealand and its Dependencies; and issued under the Seal of the said Dominion, at the Government House at Wellington, this twentieth day of October, in the year of our Lord one thousand nine hundred and seventeen. RESOLUTION. aIHE following regulations were laid before the members of the Marlborough Racing Club at a meeting held on the 31st day of July, 1917, at Blenheim, with a recommendation by the Chairman of the Club, Mr. H. D. Vavasour, that the same be passed at once with a view to their approval by the Governor-General, in pursuance of the Gaming Act, 1908, section 33. Mr. H. D. Vavasour, the Chairman of the Club and the Meeting, moved, and Mr. Waddy seconded, and it was resolved, that such regulations should be adopted, and that the Chairman be authorized to sign the same in authentication thereof.

The following are the regulations referred to : MARLBOROUGH RACING CLUB. Regulations. (Under the Gaming Act, 1908.) In pursuance and exercise of the powers in that behalf contained in section 33 of the Gaming Act, 1908, and of all other powers and authorities it enabling in that behalf, the Marlborough Racing Club, a racing club within the meaning of the said Act (hereinafter referred to as “the said club”), doth hereby make the following regulations controlling the admission of persons to that part of the racecourse reserve situate in the District of Omaka, and known as the Riverlands Racecourse, while the said racecourse is used or occupied by the said club for race meetings. 1. In these regulations the words “ bookmaker,” “ racing club,” and “ race meeting ” shall have the same meanings ascribed to those terms by section 2 of the Gaming Act, 1908. 2. The following persons shall be and are hereby excluded from the racecourse above described while the same is used or occupied by the said club for. a race meeting, namely : {a.) Bookmakers. (6.) All persons under disqualification inflicted by any racing club in the Dominion of New Zealand, the Commonwealth of Australia, or elsewhere, if affiliated to the New Zealand Racing Conference. (c.) Common prostitutes, and persons who habitually consort with thieves or with persons who have no lawful visible means of support. The foregoing regulations of the Marlborough Racing Club were made and passed by the Marlborough Racing Club on the 31st day of July, 1917, and signed by the Chairman and Secretary. H. D. RESOLUTION. rnHE following regulations were laid before the members JL. of the Marlborough Trotting Club at a meeting held on the 29th day of September, 1917, at Blenheim, with a recommendation by the Chairman of the Club, Mr. Weld, that the same be passed at once with a view to their approval by His Excellency the Governor-General of New Zealand, in pursuance of the Gaming Act, 1908, section 33. Mr. Weld, the Chairman of the Club and of the Meeting, moved, “ That it be and hereby is resolved that such regulations be adopted, and that the Chairman be authorized to sign the same in authentication thereof.” The motion was seconded by Mr. Fleming, and carried. The following are the regulations above referred to MARLBOROUGH TROTTING CLUB. Regulations. (Under the Gaming Act, 1908.) In pursuance and exercise of the powers in that behalf contained in section 33 of the Gaming Act, 1908, and of all other powers and authorities it enabling in that behalf, the Marlborough Trotting Club, a trotting club within the meaning of the said Act, and hereinafter referred to as “ the said club,” doth hereby make the following regulations controlling the admission of persons to that part of the racecourse reserve situate at Riverlands, Omaka, and set apart for racing purposes, and known as the Riverlands Racecourse, while the same is used or occupied by the said club for race meetings. 1. In these regulations the words “ bookmaker,” “ trotting club,” and “ race meeting” shall have the meanings ascribed to those terms by section 2 of the Gaming Act, 1908. 2. The following persons shall be and are hereby excluded from the said racecourse while the same is used or occupied by the said club for race meetings, namely : (a.) Bookmakers. (6.) All persons under disqualification inflicted by any trotting club in the Dominion of New Zealand, the Commonwealth of Australia, or elsewhere, if affiliated to the New Zealand Trotting Association. (c.) Common prostitutes, and persons who habitually consort with thieves or with persons who have no lawful visible means of support.

The foregoing regulations of the Marlborough Trotting Club were made and adopted by the said club at its meeting held on the 29th day of September, 1917, and signed by EVERARD A. WELD, Chairman. L. THE following regulations were laid before the Woodlands Hunt at a meeting held on the 6th day of September, 1917, at Pahiatua, with a recommendation by the Chairman of the Hunt, Mr. James McCardle, that the same be passed at once with a view to their approval by the Governor-General, in pursuance of the Gaming Act, 1908, section 33. Mr. James McCardle, the Chairman of the Hunt and the Meeting, moved, and Mr. Mexted seconded, and it was resolved, that such regulations should be adopted, and that the Chairman be authorized to sign the same in authentication thereof. The following are the regulations referred to : WOODLANDS HUNT. Regulations. (Under the Gaming Act, 1908.) In pursuance and exercise of the powers in that behalf contained in section 33 of the Gaming Act, 1908, and of all other

powers and authorities it enabling in that behalf, the Woodlands Hunt, a racing club within the meaning of the sad Act (hereinafter referred to as “ the said club ”), doth hereby make the following regulations controlling the admission of persons to that part of the Pahiatua Racecourse and grounds situate in the District of Pahiatua, and known as the Pahiatua Racecourse, while the said racecourse is used or occupied by the said club for race meetings. 1. In these regulations the words “ bookmaker,” “ racing club,” and “ race meeting ” shall have the meanings ascribed to those terms by section 2 of the Gaming Act, 1908. 2. The following persons shall be and are hereby excluded from the racecourse above described while the same is used or occupied by the said club for a race meeting, namely : (a.) Bookmakers. (b.) All persons under disqualification inflicted by any racing club in the Dominion of New Zealand, the Commonwealth of Australia, or elsewhere, if affiliated to the New Zealand Racing Conference. (c.) Common prostitutes, and persons who habitually consort with thieves or with persons who have no lawful visible means of support.
