Recent Promotions,

(Circular No. 8/97.) With reference to the promotions of non-commissioned officers and second- and third-class constables made with effect from the Ist instant, it is notified for general information and guidance that, owing to such a long lapse of time since any advancements in ranks had been made in the Force, the effect has been somewhat discouraging to many of the members whose long and efficient services were deserving of some recognition. Great care has been exercised in recommending the selected men for promotion in order that no injustice might be done; and in all cases where there was efficiency and suitability, promotion has been given according to seniority. It is hoped that the effect of these promotions will be to increase the efficiency of the Force, and that those now advanced will show their appreciation by carrying out their duties in future with even greater zeal, judgment, and energy than heretofore. If any of those recently promoted should prove themselves by their conduct or ability unfitted for the higher rank, the Commissioner will have no compunction in recommending the Minister to again place them in their former rank and position, but it is hoped no such degradation may be found necessary. Additions and Repairs to Stations.

(Circular No. 9/97.) In continuation of Circular No. 22, of 31st August last (vide Police Gazette, 1896, page 152), it is notified for general information and guidance that, m order to obviate the inconvenience caused by requests for renovations, repairs, enlargements, &c., to police-stations coming in at uncertain times of the year, in future all such probable expenditure that will bo required for the following twelve months will be sent to the Commissioner’s office on the 31st March in each year, commencing from the 31st March next. Inspectors in charge of districts will, as far as practicable, ascertain from personal inspection that in each case the expenditure is necessary ; and in the event of their not having made such personal inspections during the year then expired, they must forward their reasons for having omitted to do so. It is hardly necessary to remind Inspectors that in forwarding these recommendations they must bear in mind that the utmost regard to economy must be observed. Requisitions of the nature referred to must not be forwarded at other periods of the year unless the damage has been caused through unforeseen circumstances.

Lock-up Prisoners, &c

(Circular No. 10/97.) It is notified for general information and guidance that prisoners, when detained in the lock-up, are to be allowed as much fresh air and exercise as practicable, and they should be permitted to have two hours’ exercise in the forenoon and the same amount in the afternoon daily. The blankets in use in the lock-up should be washed at least four times in each year.

Return of Members of the Force fit for Charge of Subdistricts to be furnished. (Circular No. 11/97.) Officers in charge of districts are requested to furnish a return of all members of the Force who are not in charge of stations, showing whether they are, in the opinion of the Inspector, fit for charge of a sub-district, whether fit to act as Clerks of Stipendiary Magistrates’ Courts or Wardens’ Courts, or both, and if suitable for mounted duties. Inspection of Machinery Act. — Engine-drivers' Certificates. (Circular No. 12/97.) It is notified for general information and guidance that in pursuance of “ The Inspection of Machinery Amendment Act, 1894,” it is necessary for all drivers in charge of windingengines, or machinery in mines by means of which persons are brought up or passed down or along pits or shafts, and all drivers of traction- and locomotive-engines (except locomotives on Government railways), to hold engine-drivers’ certificates under the above-mentioned Act; and it is the

duty of the police to see that all persons acting in either of the above-named capacities are duly furnished with the required certificates accordingly, and that there is no evasion of the law in this matter. (97/221.) By order. A. Hume, Commissioner of Police. Wellington, 15th February, 1897.

Mackle, No. 426, Auckland police, has been awarded £2 by the Telegraph Department for obtaining a conviction for breaking an insulator. (97/94.) Sergeant M. J. Geerin, No. 110, Port Chalmers police, has been awarded £2 by the Customs Department for services rendered in securing the conviction of the steward of the s.s. “ Tongariro ” for having uncustomed goods in his possession.
