Yokohama (Japan). —£so Reward. —Charles Adams, alias Charles Edward Adams, alias E. C. Passey Adams, English or Welsh, son of a butcher, formerly of Wales, also of Leicester, and of 7, Vigo Street, London, W.C. Claims to be a chartered accountant. Age (1893) about thirty, height about sft. 7in., clear complexion, dark smooth hair and small black moustache, generally clean shaven except upper lip ; quick restless eyes, which are bluish or blue-grey, and rather large hands, with broad flat nails and large bony knuckles. Features sharp, especially the nose. One arm (if not both) tattooed by Japanese, the design supposed to be a fan with Japanese girl on upper arm and an eagle on forearm. The tattooing remained in an unfinished state for some time, but may have been completed. Has marks of small-shot wounds on various parts of body and limbs, but they may now be very indistinct. Very fond of horse-racing, and prides himself on being a good jockey ; given to billiards, and plays a fair but uncertain game ; fond of loose company. Very nervous temperament, and drinks a good deal by himself; professes to be a good boxer, although this is questionable; is a clever book-keeper, and exceptionally quick at figures. Resided several years in Japan (1886 to 1891) but understands little Japanese. Was for some years in the employ of Messrs. M. Levy and Co., of Japan, who thought so much of him that, from the 7th of August, 1890, during a visit to Europe of the resident partner, he (Adams) was left in charge in Japan, and was intrusted with the firm’s power of attorney. In. August, 1891, offender

absconded in the sailing-vessel “ Benjamin Sewell,” bound for America. It was then found that during the time he was in charge of the firm’s interest he robbed them to the extent of several thousands of dollars. He also stole and shipped goods belonging to the firm, part of which was seized on arrival of the steamer in London, November, 1891. He also robbed the private effects of his dead friend and chum in Kobe. There is another matter of much more serious nature that he will no doubt be charged with if arrested, and a reward ofi £SO is offered by Messrs. M. Levy and Co., 76 Yokohama, Japan, for information leading thereto. There is every reason to believe this offender is now in the colonies, and, if found, he should be kept under surveillance, and information sent to the Commissioner of Police. Toronto (Canada). Teedy and John G. Fraser are charged with embezzling about SI,OOO from the Grand Trunk Railway Company of Canada while employed in the Cashier’s Office. Teedy is 24 years of age, sft. fair hair and auburn moustache, grey eyes, slim build; when last seen here wore grey-tweed suit and brown fedora hat. Fraser is 23 years of age, sft. llin., brown hair and moustache, hazel eyes, slim build ; wore dark suit and brown fedora hat. Both men disappeared on the Ist July last. They are smart and gentlemanly in appearance, and have a weakness for pool-rooms and the race-track. Warrants have been issued, and S2OO each is offered for their arrest. Dunedin. —Theodore Martin Mowbray is charged on warrant of commitment to Dunedin Goal for twenty-four hours’ imprisonment in default of paying ss. fine for drunkenness. Description : A native of America, a stevedore, fifty-three years of age, sft. 7£in. high, medium build, fresh complexion, grey hair, blue eyes.

Dunedin. —William McGuffie Kirk is charged on warrant of commitment to Dunedin Goal for three days’ imprisonment in default of paying £1 Bs. 6d., fine and costs, for a breach of “ The Education Act, 1877.” Description: Scotch, a labourer or coal-miner, about forty-six years of age, sft. lOin. high, stout build, dark complexion and hair moustache and small side levers ; wears old dark clothes and soft felt hat.

Palmerston North. —Man, unknown, charged with indecent exposure : James Thomson has been arrested for this offence by Constable P. Minogue, and sentenced to one month’s labour.
