All colours must be registered, or a fine of Isov will be imposed for every start. 4. The winner of any race after the declaration of weights may be re-han-dicapped. 5. The Committee or Stewards reserve the right at any time to alter or curtail the subjoined programme, or to abandon the meeting if they consider it advisable. They may also alter the order or dates of events, amount of entry or acceptance fees, dates of entries or acceptances, and dates upon which handicaps appear. 6.
