The winner of any flat race after the declaration of weights to carry 71b penalty, and for every additional race a further penalty of 71b, or, if he thinks fit, the handicapper may re-handicap the winner of any race after the declaration of weights. Owners shall be responsible for the accuracy of the weightto be carried by the r horses (Rule XIX. 11). DEFINITION OF A HACK (FLAT AND HURDLE RACES). No horse shall start in any Hack Flat Race which has at any time P ri ° to the time of entry, won a race of the value of £l5O to the winner or races to the aggregate value of £4OO to the winner, nor in any Hack Hurdle Race or Steeplechase which has at any time prior to the time of entry, won a race of the value of £l5O to the winner, or races of the aggregate value of £4OO to the winner (Rule XI. 2).
