All persons intending to withdraw horses are required to give notice fo that effect to the Secretary or Clerk of the Scales one half-hour before the official time for starting the race. Any person neglecting, or refusing to comply with this rule shall pay a fine, to be imposed by the Stewards, not exceeding 20sovs to the race fund. Prior to any race the Stewards may order a parade in front of the stand.
