The attention of owners is particularly called to this Regulation. This Rule will not apply to owners who have previous arrangements with the Committee. No Owner will be permitted to use the registered colours of another owner without special.permission. All persons intending to withdraw horses are required to give notice to that effect to the Secretary or Clerk of the Scales one half hour before the official time of starting. Any person failing to declare his colours at time ot entry will be fined 2 sovs, unless the colours of the owner of the horse are duly registered. Owners are responsible for all penalties and allowances. ■ . In all cases where penalties have to be carried for winning, it shall be the duty of the owner, trailer or jockey to notify the same to the Secretary, where possible, the evening before the race, or in any case half-an-hour prior to the start.
