While the. regular men are on duty the Second Superintendent and a picked squad arc investigating charges of laxity, corruption, and brutality. Major Funkhaueer is not authorised to make arrests, and all ho can do is to send in his reports to ihe Chief of Police, who will then act upon them. The Second Superintendent, ■who fought in the Spanish-American war, wag a successful businees man. and the •alary for the poet is £l,OOO a year.
