The Naval Department held a meeting at the beginning of August, when it was decided to introduce the following measures on naval affairs in the National Assembly:— To appropriate funds for constructing offices for the proposed Naval Board; to decide what funds the Board of Finance shall undertake to provide for the Admiralty; how much the Provincial Government shall provide; what funds shall be provided for constructing naval stations and men-of-war; authorising the withdrawal of the private deposit of the late Empress Dowager for the fund for re-organising the navy; to establish naval printing offices; to organise naval police; to establish schools for the training of naval cadets, who will be sent to foreign countries to study; to establish naval colleges; and to draw up naval ordinances in accordance with foreign laws.
