It is not often wise to discuss, without expert knowledge, matters concerning ships, but a layman is inclined to ask whether a valuable vessel, with her cargo and the lives of her officers and crew, should be left at the mercy of a brittle tail-shaft. However stoutly the ship may be built, and however carefully- she maybe overhauled and inspected, the fact remains that accidents which cannot be repaired at sea do often occur. It is probably for the sake of economy that steamers of the Perthshire class do not carry any large amount of sail; but it would surely be a wise policy to provide this subsidiary- means of propulsion and the one or two extrahands for its management. The question, however, is one that must be left to experts for settlement.
