Under Napoleon an hour of government cost 115,000 francs; under Louis I’hilippe. 150,000 francs; under the second republic, 103,000; under Napoleon 111., 249,000; from 1870 to 1880, 307,000, on account of the raising of the average by the cost of the war with Germany, but from 1880 to 1890 the cost was 403,000 francs an hour. A French paper remarks that this seems to prove the undesirability of paying a government by the hour or by the day. Payment by the piece, according to.the work done, is the only way, it thinks.
