ORDER OF REFERENCE. Extract from the Journals of the House of Representatives. Friday, the 4th Day of August, 1911. Ordered, " That a Committee be appointed, consisting of ten members, to consider all petitions from A to L that may be referred to it by the Petitions Classification Committee, to classify and prepare abstracts of such petitions, in such form and manner as shall appear to it best suited to convey to this House all requisite information respecting their contents, and to report the same from time to time to this House; and to have power to report its opinions and observations thereon to this House; also to have power to call for persons and papers; three to be a quorum : the Committee to consist of Hon. No. 11. —Petition of Eliza Jane Adams, of Auckland. Petitionek prays for compassionate allowance on account of her late husband's services in the Customs Department. I am directed to report that in the opinion of the Committee this petition should be referred to the Government for favourable consideration. 23rd August, 1911.

No. 49.—Petition of Dunedin New Cathedral Board (Incorporated), of Dunedin. Petitioner prays for the remission of certain legacy duty charged. I am directed to report that the Committee has no recommendation to make on this petition. 23rd August, 1911.

No. 34.—Petition of Donald Frasee and 75 Others, of Bull's. Petitioners pray that the Rangitikei Racing Club may have its licenses granted as heretofore. I am directed to report that in the opinion of the Committee this petition should be referred to the Government for favourable consideration, ami that the attention of the Minister of Internal Affairs be specially directed to the great injustice which has in this instance been done to the Rangitikei Club. 23rd August, 1911.

No. 41. —Petition of Richard J. Feltus, of Auckland, Petitioner prays for inquiry and compensation for alleged ill-treatment in Auckland Mental Hospital. I am directed to report that the Committee has no recommendation to make in connection with this petition. 23rd August, 1911,

No, 274 (1910), —Petition of Richard Kearns, of Auckland, Petitioner prays that alleged arrears of salary owing by the Postal Department may be paid to him. I am directed to report that the Committee has no recommendation to make on this petition. 23rd August, 1911.

No. 60.—Petition of William Henry Clarke, of Newmarket, Auckland. Petitioner prays that he be allowed the full pension, and that the deductions made be paid to him. I am directed to report that the Committee recommends that a compassionate allowance be granted the petitioner equal to the pension he might have received, and also recommends that legislation be passed to prevent the recurrence of such cases. No. 15.—Petition of Charles Ferris and 20 Others, of Gisborne. Petitioners pray for a military pension for military services rendered. I am directed to report that in the opinion of the Committee this petition should be referred to the Government for favourable consideration. 6th September. 101 I. No. 116. —Petition of John T. Foley, of Wellington. Petitioner prays for inquiry and compensation for being dismissed from the Police Force. I am directed to report that the Committee has no recommendation to make on this petition. 6th September, 1911.

No. 61.—Petition of Richard Craigie and 294 Others, of Henley, Otago. Petitioners pray that present regulations be amended to allow them to use nets for fishing for indigenous fish in the Taieri River. I am directed to report that in the opinion of the Committee this petition should be referred to the Government for consideration. 12th September, 1911.

No. 12. —Petition of C. M. Dawson and 2 Others, of Rarotonga. Petitioners pray that the present Resident Commissioner of the Cook Islands be removed from office,, and that a Commission of Inquiry be set up. I am directed to report that the Committee has no recommendation to make on this petition. 12th September, 1911.

No. 132. —Petition of Lars Anderson, of Waikawau, Awakino. Petitioner prays that the sum of £244 and interest on it paid to date, being part of a loan from the Advances to Settlers Department, of which he alleges he has been defrauded by a solicitor who was acting as agent for the Department, be refunded to him. I am directed to report that the Committee is satisfied the money was never paid to the petitioner, and recommends petitioner be paid £244 and interest to date. 26th September, 1911.

No. 114. —Petition of Joseph N. Bell and 18 Others, of Napier. Petitioners pray for a military pension for military services rendered. I am directed to report that in the opinion of the Committee this petition should be referred to the Government for favourable consideration. 26th September, 1911.

No. 5. —Petition of John Dillon, of Otama, Gore. Petitioner prays for compensation for loss sustained in connection with certain water-rights, and that the present law be amended. I am directed to report that the application for compassionate allowance be referred to the Government for favourable consideration, and the Government be recommended to introduce legislation this session to validate this and similar rights. 26th September, 1911.

No. 107.—Petition of W. H. Hosking and 338 Others, of Bull's. Petitioners pray that the Rangitikei Racing Club may have its license granted as heretofore. No. 200. —Petition of William Smith Dryden, of Ward. Marlborough. Petitioner prays for a compassionate allowance for injuries alleged to have been received whilst working on the North Island Main Trunk Railway. No. 166.—Petition of Charles Janion, of Wellington. Petitioner prays for an allowance as recompense lor not having received an increase in salary or travelling-expenses whilst in the Government service. I am directed to report that in the opinion of the Committee this petition should be referred to the Government for favourable consideration. 27th September, 1911.

No. 2 (1910). —Petition of John Bell, of Auckland. Petitioner prays for furtHer inquiry into his case, recompense for loss sustained, and that his name be removed from the-prison records. I am directed to report that in the opinion of the Committee this petition should be referred to the Government for consideration. 6th October, 1911.

No. 133.—Petition of James Dawson, of St. Kilda, Dunedin. Petitioner prays for a compassionate allowance for the loss of an eye when a member of the Permanent Artillery Force. I am directed to report that in the opinion of the Committee this petition should be referred to the Government for favourable consideration. 6th October, 1911.

No. 160.—Petition of J. H. Drury and 65 Others, of Christchurch. Petitioners pray that the Christchurch cab-stands be vested in the Governor in Council; that no subsidy be paid to the City Council; and that all disputes between the cabmen and the Council be settled by the Arbitration Court. I am directed to report that in the opinion of the Committee this petition should be referred to the Government for favourable consideration. 6th October, 1911.

No. 241.—Petition of John Fogarty, of Auckland. Petitioner prays for compensation on account of the military services of his late father, William Fogarty, H.M. '65th Regiment, I am directed to report that the Committee has no recommendation to make on this petition. 1 Ith October, 1911.

No. 35.—Petition of John E. Kei.sall, of Onehunga. (First Report.) Petitionee prays for compensation for loss of shops at Onehunga, destroyed by order of the Stipendiary Magistrate, through being plague-infected. No. 249.—Petition of Edwaed Le Grice and 209 Others, of Rotorua. Petitioners pray that they be allowed to net fish in Rotorua and surrounding districts, also to fish without license during the season 1911-12. No. 248.—Petition of Sahah E. Chapman, of Nelson. Petitioner prays for a compassionate allowance on account of her late husband's services in the Health Department. I am directed to report that in the opinion of the Committee this petition should be referred to the Government for favourable consideration. 13th October, 1911.

No. 234] —Petition of George George and 3 Others, of Auckland. Petitioners pray for a grant in aid of the art societies of New Zealand. I am directed to report that the Committee is of opinion that an annual grant of £1,000 should be assured to each of the four city art societies. 13th October. 1911.

Nos. 149 and 242.—Petitions of Hawke's Bay Hospital and Charitable Aid Board, and H. Guthrie-Smith and 40 Others, of Hawke's Bay. Petitioners pray that section 6 of the Hospital and Charitable Institutions Amendment Act, 1910, be repealed, and that the boundaries of the Hawke's Bay Hospital District as now existing be left intact, or that part of the area be excluded. I am directed to report that in the opinion of the Committee this petition should be referred to the Government for consideration. 13th October, 1911.

No. 253.—Petition of John Lynch, of Grey Lynn, Auckland. Petitioner prays that his claim for military services may be given favourable consideration. No. 301.—Petition of John Johnston and 3 Others, of Rangiora. (Second Report.) Petitionees pray for a refund of costs incurred in defence of a case while being members of the Mandeville and Rangiora Licensing Committee. I am directed to report that in the opinion of the Committee this petition should be- referred to the Government for favourable consideration. 19th October, 1911.

Special Report. I am directed to report that the Committee desires to place on record its appreciation of the services of the clerk (Mr. E. D. Dunne), and that the Government be recommended to permanently appoint him, so that the Committee will be assured of his services and experience for future sessions. 19th October, 1911.

Final Report. I have the honour to report,— 1. That the Committee held 13 meetings during the session. 2. That the Committee dealt with 81 petitions (including 3 held over from last year). 3. That the number referred to the Government for consideration was 38. 4. That the number referred to the Government for favourable consideration was 27. 5. That the number on which the Committee had no recommendation to make was 14. 6. That the number of the petitions held over until next session was 5. I am also directed to report that this Committee desires to place on record the valuable services rendered by the Chairman (Mr. Reed). He has been most tactful in dealing with the various petitioners and their representatives, and hits been exceedingly zealous in his attention to the Committee work. 20th October, 1911.
