Lord Davies has been most .consistent and persistent in his advocacy of his belief that sooner or later the nations of Europe will have to agree to some form of confederation —the authority of which would be supported by an international police force. In his new book, “Foundations of Victory,” Lord Davies, after a survey of the last 30 years, gives his views as to the imperative “foundations of victory.” Ho writes:-r- “The British and American peoples, whose vital interests and existence are involved, have every right to insist* upon the creation of a United States of Europe. From their standpoint Europe should bo a political unit. Why should they encourage and foster anarchy by dealing with each State as a sovereign community simply because it refused to co-operate with its neighbours in establishing the rule of law? It is obvious that without, federal institutions, without courts and policemen, there can never be any rule of law. As to the proposed federation, Lord Davies gives reasons why, as ho argues, it is unlikely that many European States will refuse to join the new confederation. ”
