.New York, January 31. ' Germany in a note to the United States, announces the resumption ot unrestdoted sea warfare, presumably submariniugs. Germany demands that Americans shall be barred from all ships plying in certain specified zones, and hints at peace witßßelgium if given assurances that the Allies will not use the country as a j-,ase for their future war plans.

It is reported that arrests have been made of conspirators at Derby in connection with an alleged plot to poison Lloyd George. Later Alice Whedden, her daughter Harriett, and married daughter (Mrs Winifred Mason) and son-in-law Allred Mason, were charged with conspiring to murder Mr Lloyd George and Mr A. Henderson. They were remanded. The women are all Suifragettes. Mason is a conscientious objector. They were arraigned at Derby and demanded till Saturday.
